About this file
This Sources Sought document is for a High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS) procurement by the Air Force. The solicitation seeks information from potential vendors to determine market capabilities and interest, with a potential small business set-aside. Respondents are required to provide detailed company information including ownership status, socio-economic classification, contact details, manufacturing capabilities, and past commercial sales history.
The document requests comprehensive capabilities information from potential suppliers, including facility descriptions, staff composition, management structure, and previous project experience. The Air Force is exploring the acquisition strategy and is particularly interested in understanding small business subcontracting potential. If the acquisition is not fully set aside for small businesses, the contract may still include small business utilization requirements. Vendors are asked to provide feedback on potential subcontracting areas and address specific capability survey questions about their ability to meet the HPLC-MS equipment requirements.

Note that a key factor in determining an acquisition to be a Small Business Set Aside is that two or more small business prime contractors must be capable of providing at least 50% of the entire scope of providing the required supplies/services, as defined in Federal Acquisition Regulation (FAR) clause 52.219-14, Limitations on Subcontracting. Provide specific details and rationale as to how compliance with FAR clause 52.219-14 would be achieved, including specific details regarding teaming arrangements, etc. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used.
