About this opportunity
The Air Force Life Cycle Management Center at Wright-Patterson Air Force Base is conducting a sole-source acquisition of High-Frequency Reciprocating Rig (HFRR) equipment from Compass Instruments, Inc., with an 8 August 24, 2026 closing date. The contract value is $25,511.00 for a wear scar camera system with desktop computer and software to upgrade existing HFRR equipment and achieve compliance with ASTM D6079 testing methods.
Compass Instruments is the original manufacturer of the existing HFRR and the only vendor providing the proprietary software necessary for the camera assembly to interface with the current equipment and perform the required lubricity testing of diesel fuels. The acquisition is justified under FAR 12.102(a) for commercial products where only one source is available.
The Air Force Petroleum Agency's Aerospace Fuels Laboratory seeks delivery and installation at Wright-Patterson AFB by 31 October 2026. The camera system must deliver minimum resolution of 2048 × 1536 pixels with 1-micron measurement accuracy for wear scar boundary positioning, operate on 110–120V, 50–60 Hz power, and include onsite installation and training. The contractor must employ qualified staff directly and ensure the product is manufactured in a qualifying country per DFARS 225.872. Payment follows final inspection and acceptance via WAWF submission. The contract is classified as NAICS 334513 (small business size standard 750 employees) and PSC 6640.
