About this file
This is a Determination & Findings document authorizing a single-source acquisition for the Air Force Life Cycle Management Center (AFLCMC/PZIBB). The acquisition is for a High-Frequency Reciprocating Rig (HFRR) Equipment Update valued at $25,511.00, to be procured as a commercial product under FAR Part 12. The sole-source recipient is Compass Instruments, Inc., classified under NAICS code 334513 for instruments and related products manufacturing.
The requirement involves upgrading existing HFRR equipment to achieve compliance with ASTM D6079 testing methods. The upgrade includes a wear scar camera with accompanying computer and software that must integrate with and communicate through the existing HFRR equipment. Compass Instruments, Inc. is the original manufacturer of the existing HFRR and is the only vendor providing the proprietary software necessary for the camera assembly to interface with the equipment and perform ASTM D6079 testing. The contracting officer, Jennifer L. Blackford, approved this determination on May 20, 2026, citing the justification under RFO 12.102(a) for commercial products and services where only one source is available. The authority to approve this sole-source action rests with the Contracting Officer in accordance with DAF Approval Authorities Matrix PM 26-C-11.

3. Citation to the Appropriate Regulation:
(Contracting Officer Instruction: Select the applicable authority for this acquisition)
RFO 8.401 and GSAR 538.7104-3(a) (FSS Orders): The circumstances of the acquisition deem only one source reasonably capable of providing the products, services, or solutions.

RFO 13.101(b) (Noncommercial Products and Services): Only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization),.

1. The Air Force and industry is moving to ASTM 6079 testing methods using the HFRR with computer and software. The requirement will include an upgrade to existing equipment to include new equipment (e.g.wear scar camera with accompanying computer and software) that will provide compliance with the required testing method of ASTM D6079.
2. The manufacturer of the existing HFRR is Compass Instruments, Inc, and they are the only vendor that provides the software necessary for the camera assembly to communicate with the HFRR to perform the ASTM D6079 testing. The computer and software must be compatible with the existing HFRR equipment.
3. Based on the above, it is in the best interest of the Government to acquire the High-Frequency Reciprocating Rig (HFRR) Equipment Update as a sole source acquisition to Compass Instruments, Inc.
under NAICS code 334513 - Instruments and Related Products Manufacturing for Measurement, Dispensing, and Controlling Industrial Process Variables, IAW FAR Part 12 (Acquisition of Commercial Products and Commercial Services).
