About this opportunity

The National Institute of Child Health and Human Development (NICHD), a component of the Department of Health and Human Services National Institutes of Health, is procuring a 36-week supply of Graver brand-name High Flow Cartridge filters, Part # HF20-40S, for its Building 6 Shared Zebrafish Facility. These filters are critical components used by the animal research facility to ensure debris and embryos do not pass through the filtration systems into fish tanks, with proper filtration essential to maintain animal health, research data validity, and efficient use of institute resources. The procurement will utilize noncompetitive contract procedures under brand-name specifications in accordance with FAR 12.102(a) and 41 U.S.C. 1901, as Graver filters have been verified as the only filters that reliably perform within the facility's polishing filter housing system. The agency is accepting capability statements, quotations, bids, or proposals from all responsible sources, with electronic submission required to Jacob Balenson at Jacob.balenson@nih.gov by 5:00 PM Eastern Time on February 5, 2026, with the presolicitation number 75N94026Q00034 referenced in the subject line. The anticipated award date is March 20, 2026, and the solicitation will not be posted to SAM.gov.

This procurement is designated as a Total Small Business Set-Aside under NAICS Code 333310 (Pump and Pumping Equipment Manufacturing) with a size standard of 1,000 employees. The requirement totals 1,152 filters to be delivered bi-monthly in increments of 64 filters per delivery over 18 shipments, with a performance period of up to 12 months from the date of award. Filters will be delivered to an offsite storage location at PAKOLATUS in Baltimore, Maryland (1120 Whistler Avenue, Baltimore, MD 21223) for use at the onsite facility in Bethesda, Maryland (Building 6, Room B117, 6 Center Drive, Bethesda, MD 20892). The items are subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements under FAR 52.225-5. No specific budget range has been disclosed in the presolicitation notice.

Notice text

The NIH intends to restrict competition by using brand-name descriptions, in accordance with RFO FAR 12.102(a), and plans to solicit directly in accordance with RFO FAR 12.201-1(c)(2) for its requirement: 36-week supply of Graver brand-name High Flow Cartridge filters, Part # HF20-40S. Items are a critical component used by the animal research facility to ensure debris and embryos do not slip through filtration systems and end up in fish tanks. Failure to maintain proper filtration may result in risks to animal health, invalidation of research data, and a waste of institute resources.

This Presolicitation notice is NOT a Request for Quotation (RFQ)/Solicitation, however all responsible sources may submit a capability statement, quotation, bid, or proposal, as appropriate, which will be considered by the agency.
