About this file

This is a Presolicitation Notice for a federal contract opportunity issued by the National Institutes of Health (NIH) National Institute of Child Health and Human Development (NICHD). The acquisition seeks a 36-week supply of Graver brand-name High Flow Cartridge filters, Part # HF20-40S, for the Building 6 Shared Zebrafish Facility. The requirement totals 1,152 filters to be delivered bi-monthly in increments of 64 filters per delivery over 18 shipments, with a performance period of up to 12 months from the date of award. Filters will be delivered to an offsite storage location in Baltimore, Maryland (PAKOLATUS, 1120 Whistler Avenue, Baltimore, MD 21223) and used at the onsite facility in Bethesda, Maryland (Building 6, Room B117, 6 Center Drive, Bethesda, MD 20892).

This is a noncompetitive contract action based on brand-name specifications under 41 U.S.C. 1901. The Graver filters have been verified as the only filters available that reliably perform within the facility's polishing filter housing system; alternative filters would require complex and time-intensive testing that poses risks to water quality, equipment integrity, animal health, and ongoing research. The acquisition is a Total Set-Aside designated under NAICS Code 333310 (Pump and Pumping Equipment Manufacturing) with a size standard of 1,000 employees, using simplified procedures (12.201-1). The Presolicitation Number is 75N94026Q00034, with responses due electronically to Jacob Balenson at Jacob.balenson@nih.gov no later than 5:00 PM Eastern Time on February 5, 2026. The anticipated award date is March 20, 2026. The solicitation will not be posted to SAM.gov. Items are subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements under FAR 52.225-5.

DESCRIPTION OF REQUIREMENT

The NIH/NICHD Building 6 Shared Zebrafish Facility (SZF) has a requirement, containing brand-name specifications, for high flow filter cartridges/elements. These items are a critical component used by the facility to ensure debris and embryos do not slip through filtration systems and end up in fish tanks. Failure to maintain proper filtration may result in risks to animal health, invalidation of research data, and a waste of institute resources.

NONCOMPETITIVE CONTRACT ACTION

[ X ] Yes:

Statutory authority: 41 U.S.C. 1901 Intended Source: N/A (Brand-name specification) Justification: The Graver brand filters have been verified to meet the facility’s high filtration and system compatibility requirements and are currently the only filters available that have been demonstrated to perform reliably within the polishing filter housing system.

Evaluating alternative high-flow filters requires a complex and time-intensive testing process, that carries risk to water quality, equipment integrity, animal health, and ongoing research. Given the operational risks and testing limitations, and the need to maintain consistent high-quality filtration performance, it is most efficient and in the best interest of the Government to acquire the Graver brand filters for the current requirement.
