About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base has issued a Special Notice announcing its intent to award a sole source Firm Fixed Price contract to CompuFlow Solutions for High and Low Liquid Flow Calibrator Upgrade Units. AFMETCAL at Heath, Ohio intends to procure 12 upgrade units over three years under Simplified Acquisition Procedures, with the contract expected to fall between the Simplified Acquisition Threshold and $750,000. The procurement is designated as sole source because CompuFlow Solutions possesses the only commercial-off-the-shelf standard that meets Air Force specifications and is the sole proprietor of the required software source code. The upgrade involves replacing obsolete hardware components, upgrading electronics and computer systems, and implementing software updates to extend the life cycle of existing calibration equipment. CompuFlow Solutions was identified through market research as the only company with sufficient knowledge and access privileges to modify the existing calibration systems.

The primary objective of this procurement is to upgrade aging liquid flow calibrators by replacing multiple hardware and software components while maintaining existing performance characteristics and ensuring traceability to National Institute of Standards Technology requirements. Interested contractors have until July 1, 2025, to submit capability statements, proposals, or quotations, though this is not a request for competitive proposals since the government has already determined sole source justification. Responses must be submitted electronically within 15 days of publication with clear and convincing evidence of the contractor's ability to provide the required items, and all questions should be directed to the designated contracting officer. While the notice states that all responsible sources may submit responses, the government has already conducted market research and determined that CompuFlow Solutions is uniquely qualified due to their proprietary software ownership and specialized system knowledge. The contract will include comprehensive upgrade work such as rewiring systems, installing new instrumentation cards, and implementing safety modifications, with a six-month warranty requirement.
