STATEMENT OF WORK
FOR
High and Low Liquid Flow Calibrator Upgrade
1.0 SCOPE:
The requirement is for an upgrade to various hardware components of the high- and low-range liquid flow standards, P/N: CFP-400 and CFP-010, respectively. Upgrade includes an updated software version, instrumentation cards, new electronics package, and controller with necessary cables.
2.0 PERFORMANCE REQUIREMENTS:
2.1. Continuity of performance: All normal performance characteristics of the CFP-400 and CFP- 010 shall be maintained or exceeded after the upgrade is performed.
3.0 FUNCTIONAL REQUIREMENTS:
3.1. Continuity of functionality: All normal functionality of the CFP-400 and CFP-010 shall be maintained or exceeded after upgrade is performed.
4.0 CONTROLLER REQUIREMENTS:
4.1. Controller: Upgrade shall use existing controllers.
4.2. Operating System and Software: All software must run under Microsoft Windows 10 LTSC
64 bit operating system or Windows 11 LTSC, whichever is available.
5.0 SOFTWARE/FIRMWARE REQUIREMENTS:
5.1. Software Identification: If applicable, all software used in conjunction with instrument shall be identified by Name, Version, and Date; to be displayed upon startup or located in an “About” menu.
5.2. Software Warranty: The contractor shall warrant that the product meets this purchase description, is free from defects in design and operation, and will perform to stated specifications within this purchase description for the length of the equipment warranty.
5.2.1. The contractor (at no additional cost) shall update or replace the software product as necessary to correct any deficiencies identified in the software. Replacement software shall meet or exceed the requirements in this purchase description, shall not require additional training to operate, and shall be warranted for the remainder of the equipment warranty.
5.2.2. The contractor shall bear transportation costs for all replacement products.
5.2.3. The contractor (at no additional cost) shall provide technical support for normal software usage, clarification of documentation, and resolution of problems. The contractor shall have multiple methods for convenient contact of Technical Support. Contact methods may include but are not limited to on-line or telephone.
5.3. Interchangeability: All firmware provided under this contract shall be at the same version, revision, and revision date at the completion of the contract.
6.0 OPERATOR’S MANUAL: The operator’s manual shall include appropriate detail about flow standard system features and capabilities and shall also include updated information about any changes in system operation. If this upgrade does not change the system operation, no manual is required.

7.0 WORK REQUIREMENTS: Contractor shall perform the following.
7.1. Remove linear encoder enclosure (can) and install encoder assembly support bracket.
7.2. Replace upstream and downstream optical switches.
7.3. Replace 2 each piston seals and 1 each piston rider
7.4. Replace 1 each piston shaft seal and 1 each piston shaft rider
7.5. Replace 1eachexpander section seal and 1 each expander rider
7.6. Inspect and clean flow tube. Polish minor defects.
7.7. Rebuild pneumatic volume boosters.
7.8. Inspect and repair pneumatic control systems.
7.9. Remove and cap 3 each B Channel RTDs.
7.10. Remove and rewire 3 each RTD signal conditioners.
7.11. Remove and rewire all intrinsic barriers.
7.12. Upgrade double chronometry instrumentation board to DC-07.
7.13. Remove TASIS computer and rewire as necessary.
7.14. Extend RS-232/USB cable as necessary.
7.15. Move 1 each PCI instrumentation card from TASIS to PC.
7.16. Add 1 each new PCIe instrumentation card to PC.
7.17. Cut electrical box and add strain relief grommet for 2 each68 pin cables.
7.18. Provide 2 each 5-meter-long PC to stand cables as required.
7.19. Remove 12VDC power supply no longer needed for TASIS computer.
7.20. Rewire safety to bypass Purge Pressure alarm that is no longer needed.
7.21. Add fixture label stating, “No Flammable or Combustible Calibration Fluids Allowed.
8.0 ENVIRONMENT, SAFETY, AND OPERATIONAL HEALTH: A combination of the system manual, other documentation, and/or the system itself shall identify potential environment, safety and operational health hazards and how they are mitigated when the design itself cannot mitigate them. This will be accomplished through stating the hazard and accompanying mitigation through the use of safety devices, use of warnings, or use of special operational procedures to counter such hazards.
9.0 TESTING: The CFP flow stands will be inspected and accepted at a destination specified elsewhere in this contract. The item will be checked with test equipment and parameters equal to or better than those required assuring specified performance requirements are met. Test equipment used shall have first echelon certification directly traceable to the International System of Units through the National Institute of Standards Technology (NIST) or other approved equivalent international laboratory. Tests will be performed to assure the item meets or exceeds all of the requirements of this purchase description. Such testing does not relieve the contractor of performing all inspections and quality control checks at the point of fabrication as necessary to assure performance as specified.
10.0 WARRANTY & TECHNICAL SUPPORT: A warranty & technical support normally offered by the vendor for this product shall be provided with the unit. The warranty shall last at least 6 months from the completion of the upgrade.
