I. Contracting Activity.

AFLCMC/ROM: Air Force Metrology and Calibration Program (AFMETCAL), 813 Irving-Wick Drive West, Heath, OH 43056-1199.

II. Nature and/or description of the action being processed.

Action will be awarded as a new Sole Source contract to perform required upgrades on existing equipment - P/N:

CFP-010 and P/N: CFP-400.

III. Description of supplies/services required to meet agency needs.

The requirements for this acquisition include replacement of hardware components, electronics upgrades, and software upgrades for twelve flow calibration standards. Modifications that will make certain components more accessible shall also be performed. Current calibration standards require refurbishment to extend their life cycles, and obsolete components to be replaced threaten the maintainability of standards, posing risk to Air Force operations.

IV. Statutory authority permitting other than full and open competition.

AFFARS 5313.501 - 10 U.S.C. 3572, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901).

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The acquisition strategy was determined by the AFMETCAL IPT. The decision to go sole source was due to the high alternative cost of a brand new system. Additionally, there is a low likelihood that another company would have the sufficient knowledge, familiarity, access privileges, and proprietary data to make any modifications to the existing system hardware/software that can fulfill Air Force requirements. CompuFlow Solutions has confirmed itself as the sole proprietor of the software source code and is the only qualified source to make the required modifications.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

AFMETCAL Contracting issued a Sources Sought Synopsis on 03/07/2025 for 30 days to survey the market and eliminate any potential barriers to competition. Only two responses were received; the CompuFlow Solutions response was comprehensive and was the only satisfactory response. did not respond to further email communication and could not substantiate they could perform any work related to liquid flow measurement.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

CompuFlow is the OEM of the Air Force liquid flow calibration standards. Engineering reached out to CompuFlow Solutions for a cost estimate and were provided an estimate of per unit upgraded. Not pursuing sole source and procuring entirely new systems with this capability would incur costs of per unit, only to establish an equivalent life cycle, as some components require routine replacement. Also, CompuFlow Solutions is one of the few sources for this type of equipment.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research was conducted in FY25. Initial market research was performed via communication with the OEM after a calibrator was diagnosed as out of service at Arnold AFB PMEL. Additionally a Sources Sought Synopsis (SSS) with a Draft Purchase Description (PD) was posted on March 7, 2025. AFMETCAL received two responses from this effort, which were the CompuFlow Solutions and . It was confirmed that only the OEM (CompuFlow Solutions) could perform software updates on the CFP-010 and CFP-400, due to the proprietary nature of the system software.
