About this opportunity

The Department of Health and Human Services, Office of Mission Acquisition Solutions, is conducting a Sources Sought Notice to identify qualified contractors capable of providing enterprise-wide operations engineering and security support services to HHS OCIO Office of Operations, with responses due by August 10, 2026. This is a pre-solicitation notice; no solicitation is currently available, and HHS does not intend to award a contract based on responses or reimburse proposal preparation costs.

The anticipated NAICS code is 541512 (Computer Systems Design Services) with a $34 million size standard; no set-aside is anticipated. The work encompasses IT infrastructure management, infrastructure engineering, infrastructure operations, information assurance, and cloud-based infrastructure and identity management services. Performance takes place at Government facilities, supported HHS sites, and approved hybrid or remote locations in the Washington, DC and Maryland metropolitan areas. Network Operations Center and Security Operations Center functions operate 24x7x365; standard operating hours are 8:00 a.m. to 5:00 p.m. Eastern Time, Monday through Friday, excluding federal holidays, though on-call support and emergency response are required outside standard hours.

The Government anticipates a twelve-month base period with four optional twelve-month extension periods. The contract type is hybrid, combining firm fixed price for baseline effort and time-and-materials for surge and variable effort. The service must support tens of thousands of HHS users across data centers, cloud environments (Microsoft Azure and Microsoft 365), collaboration tools, cybersecurity platforms, and supporting operational systems. Key personnel include a Program Manager and Deputy Program Manager with successor continuity plans. HHS has released a draft Statement of Objectives and a vendor questionnaire requesting capability, experience, scalability, and pricing information to inform the acquisition strategy.
