About this opportunity
The Department of Health and Human Services, Office of the Assistant Secretary for Administration, seeks a senior-led modernization discovery, prototyping, and implementation planning engagement through a Total Small Business set-aside RFQ, with quotations due September 28 at 10:00 AM Eastern Time and questions due September 25. Amendment 0001, issued September 25, provides consolidated industry Q&A and clarifications; prior quotation submitters may revise by the deadline or acknowledge their submission remains valid under the amended solicitation.
Place of performance is Washington, DC, with work conducted onsite and remotely as authorized. The 25-week engagement runs September 30, 2026 through March 23, 2027, comprising a five-week Mobilization and Readiness Phase followed by a 20-week Discovery, Prototyping, and Implementation Planning Phase. Only small business concerns registered in SAM.gov under NAICS 541512 (Computer Systems Design Services) are eligible; the size standard is $34.0 million.
The Government anticipates a firm-fixed-price purchase order at an anticipated value of $200,000, to be invoiced in one mobilization payment plus four equal 25-percent installments upon acceptance of period services and deliverables. All labor, management, tools, materials, software, licenses, cloud consumption, and travel must be included in the total firm-fixed price. Key personnel must include a senior engagement lead who remains personally and continuously involved throughout. Deliverables include an integrated work plan, current-state assessment, prioritized modernization opportunities portfolio, technical recommendations, prototypes or proofs of concept, implementation plans, technical documentation, implementation roadmap, and executive summary. All deliverables must address Section 508 and HHS accessibility requirements.
Evaluation weighs technical approach, relevant experience, key personnel and mobilization capability, digital accessibility and security (material deficiencies render quotations unacceptable), and price, with non-price factors more important than price. Award and performance commencement are intended for September 30, 2026. Quotations must be submitted electronically to mesfin.alemayehu@hhs.gov and remain valid for 30 days.
