4. DESCRIPTION OF REQUIREMENT / STATEMENT OF WORK

4.1 Background and Purpose

The HHS Office of the Assistant Secretary for Administration (ASA), Immediate Office (IO), requires a senior-led modernization discovery, prototyping, and implementation-planning engagement for selected HHS programs, workflows, systems, and technical operations. HHS seeks to evaluate and develop practical opportunities to improve organizational performance through business-process redesign, automation, artificial intelligence, improved data practices, and modern technical approaches.

The engagement addresses operational environments that may rely on manual, fragmented, staff-intensive, or outdated processes involving repeated data entry, reconciliation, routing, review, and related administrative burden.

RFQ FY26-ASA | HHS Modernization Discovery | Page 3

The objective is to identify high-value modernization opportunities, validate selected approaches through prototypes or proofs of concept, and provide actionable implementation plans and a roadmap for further modernization.

4.2 Period and Phases of Performance

The 25-week period of performance is September 30, 2026 through March 23, 2027 and consists of:

• Phase 1 - Mobilization and Readiness (5 weeks): September 30 through November 3, 2026.

• Phase 2 - Discovery, Prototyping, and Implementation Planning (20 weeks): November 4, 2026 through March

23, 2027.

Workstreams may proceed concurrently and iteratively based on HHS priorities, stakeholder availability, technical dependencies, and findings developed during performance.

4.3 Task 1 - Mobilization and Readiness

The Contractor shall mobilize the team and establish the operating framework for performance. Activities include, as applicable:

• Confirm staffing, roles, availability, and points of contact.

• Complete applicable onboarding, security, privacy, and system-access requirements before accessing HHS non-public information or systems.

• Orient the team to the HHS environment, selected programs, workflows, systems, and technical operations.

4.4 Task 2 - Discovery and Current-State Analysis

The Contractor shall conduct discovery of HHS-selected programs, workflows, systems, and technical operations through stakeholder interviews, working sessions, review of available documentation and artifacts, and appropriate technical/process analysis. The Contractor shall identify key process constraints, manual activities, technical dependencies, data considerations, operational risks, and opportunities for modernization.

4.5 Task 3 - Opportunity Identification and Prioritization

The Contractor shall develop and maintain a prioritized portfolio of modernization opportunities. Opportunities shall be evaluated using considerations that include expected impact, feasibility, complexity, dependencies, and time to value. HHS retains authority to select which opportunities proceed to deeper analysis, technical recommendation, or prototyping.

4.6 Task 4 - Technical Recommendations

For HHS-selected high-priority opportunities, the Contractor shall develop technical recommendations that may address business-process redesign, automation, artificial intelligence, data practices, systems integration, application/workflow modernization, architecture, and other modern technical approaches appropriate to the selected opportunity.

4.7 Task 5 - Prototypes / Proofs of Concept

At HHS direction, the Contractor shall design, develop, test, and demonstrate prototypes or proofs of concept to validate selected modernization approaches. Prototype activity shall be appropriately scoped for the engagement and shall focus on technical feasibility, user/stakeholder validation, expected operational value, implementation dependencies, and risks.

Each HHS-selected prototype shall be documented to include its purpose, design, functionality, testing results, dependencies, and implementation considerations. 5. SPECIAL PERFORMANCE REQUIREMENTS

5.1 Security, Privacy, and Access

The Contractor shall comply with all applicable HHS security, privacy, identity, and access requirements before receiving access to HHS non-public information, systems, environments, or facilities. Access will be limited to the minimum necessary for authorized performance. The Contractor shall use HHS information solely for performance of the resulting order and shall not disclose, reuse, or repurpose non-public HHS information except as authorized in writing by the Government.

The Contractor shall not enter non-public HHS information into publicly accessible or non-HHS-authorized artificial intelligence or machine-learning services. Any use of AI tools with non-public HHS information is subject to HHS authorization, security controls, and applicable HHS policy communicated during performance.

If a particular authorized workstream triggers additional privacy, system-of-records, cybersecurity, cloud, supply-chain-risk, or records-management requirements, the Contractor shall satisfy those requirements before performing the affected activity. The Contracting Officer may modify the order to identify additional applicable requirements.

5.2 Information and Communications Technology (ICT) Accessibility / Section 508 Electronic content, software, prototypes, interfaces, documentation, and other ICT developed, maintained, or delivered under the resulting order shall conform to the Revised Section 508 Standards at 36 CFR part 1194 and applicable HHS accessibility standards. 2.0 Level A and AA success criteria. Quoters shall describe how accessibility will be incorporated into performance and deliverables.

If a quoter proposes a commercial product, platform, software license, or other ICT product as part of its solution, the quote shall identify the item and provide available accessibility conformance information, such as an Accessibility Conformance Report (ACR/VPAT) or HHS accessibility checklist, as applicable. Accessibility limitations shall be clearly disclosed.

5.3 Data, Software, Technical Artifacts, and License Disclosures The Contractor shall identify in its quotation all pre-existing, proprietary, commercial, or third-party software, tools, data, models, libraries, components, or license terms that it expects to incorporate into a deliverable and that may limit HHS use, modification, reproduction, distribution, maintenance, or further development of the delivered work.

Project-specific technical artifacts first produced in performance, including source code and documentation required by the order, shall be delivered in accordance with the applicable data-rights provisions of the resulting order. No contractor commercial license terms, click-through terms, or third-party restrictions will bind the Government unless expressly accepted in writing by the Contracting Officer.

5.4 Records and Confidential Information

The Contractor shall protect Government and third-party confidential information and shall comply with records-management requirements applicable to the authorized work. HHS will identify any specific records schedules, disposition instructions, or restricted categories of information that apply to a selected workstream.

5.5 Travel and Other Direct Costs

No separate travel or other-direct-cost CLIN is contemplated. Any travel or other expense the quoter believes necessary for successful performance shall be identified in the quotation and included in the total firm-fixed price unless this RFQ is amended in writing by the Contracting Officer.

6. GOVERNMENT RESPONSIBILITIES

• Identify initial priorities, programs, workflows, systems, and stakeholders for discovery.

• Provide reasonable access to Government stakeholders, existing documentation, and authorized systems/environments, subject to security, privacy, and access requirements.

7.3 Small Business Eligibility

Only small business concerns eligible under the NAICS code assigned to this acquisition will be considered for award. Quoters must maintain an active SAM.gov registration at the time required for award and provide the small-business representation required by the solicitation. The Government may verify size status and representations through SAM.gov and SBA sources.

7.4 Prior FY26-ASA Notice Respondents

A firm that submitted capability information in response to the earlier FY26-ASA Special Notice may incorporate specific unchanged portions of that submission by reference to reduce duplication. The quotation must clearly identify the prior file/submission and the portions being incorporated. Every quoter must submit a current price quotation, current administrative information, mobilization confirmation, and any information needed to address this RFQ that was not contained in the earlier response. The Government may request resubmission of incorporated material if it cannot be readily located or evaluated.

7.5 Assumptions and Exceptions

Silence will be interpreted as acceptance of the RFQ requirements and terms.

RFQ FY26-ASA | HHS Modernization Discovery | Page 7

8. EVALUATION AND BASIS FOR AWARD

The Government intends to use a streamlined comparative evaluation appropriate for simplified acquisition of commercial services. Quotations will not be numerically scored. The Government will compare quotations to determine which quotation provides the best overall value to the Government, considering the factors below.

8.1 Evaluation Factors

Factor 1 - Technical Approach: The extent to which the proposed approach demonstrates a clear, practical, integrated method for rapid discovery, opportunity prioritization, technical analysis, prototyping/POCs, stakeholder validation, implementation planning, documentation, and risk/quality management within the 25-week schedule.

Factor 2 - Relevant Experience and Past Performance: The relevance and recency of demonstrated performance on comparable modernization efforts, including business-process and technical modernization, automation/AI/data work, prototypes or working technical solutions, federal or regulated environments, and knowledge transfer. The Government may consider information from references, CPARS or other Government systems, market research, and other reasonably available sources.

Factor 3 - Key Personnel and Mobilization: The qualifications and availability of the proposed senior lead and key personnel, the extent to which the team combines business/process and hands-on technical capability, and the credibility of the plan to begin performance on September 30, 2026 and rapidly complete onboarding/access requirements.

Factor 4 - Digital Accessibility and Security: The adequacy of the quoter’s approach to Section 508 accessibility and HHS security/privacy/access requirements. Material unaddressed accessibility or security deficiencies may render a quotation unacceptable.

Factor 5 - Price: The total firm-fixed price and any material price assumptions. The Government will determine price reasonableness using competitive quotations and may also consider the IGCE, market research, historical/comparable information, or other reasonable price-analysis techniques.

8.2 Relative Importance and Selection

Factors 1 through 4, when combined, are more important than price. Among the non-price factors, Technical Approach is the most important; Relevant Experience/Past Performance and Key Personnel/Mobilization follow in importance; Digital Accessibility/Security is evaluated for adequacy and risk. As quotations become more technically equivalent, price becomes increasingly important.

The Government may issue the purchase order based on initial quotations without requesting revisions. The Government reserves the right to conduct clarifications or request limited revisions when doing so is in the Government’s interest. The Government is not required to establish a competitive range or conduct discussions under FAR Part 15 procedures.

A quoter with no record of relevant past performance will not be evaluated favorably or unfavorably solely because of the absence of a performance record; the Government will evaluate the other available information.

9. LEGAL EFFECT OF QUOTATION AND PURCHASE ORDER

A quotation is not an offer and cannot be accepted by the Government to form a binding contract. The Government’s issuance of a purchase order in response to a quotation constitutes the Government’s offer. A binding contract is formed when the contractor accepts the purchase order in writing or begins substantial performance in accordance with the purchase order, as provided by the applicable commercial-services simplified acquisition procedures.

The successful quoter’s quotation, to the extent accepted by the Government, may be incorporated into the resulting purchase order. In the event of conflict, the resulting purchase order and applicable clauses will control in accordance with the order-of-precedence terms of the order.

10. SOLICITATION PROVISIONS AND CONTRACT CLAUSES

The provisions and clauses identified below are incorporated by reference, as applicable, including HHS class-deviation versions in effect on the date of this solicitation/award. The resulting purchase order will include all mandatory provisions and clauses applicable to the acquisition. Quoters are responsible for reviewing the applicable text at Acquisition.gov and HHS acquisition deviation resources.
