About this opportunity

The Department of the Navy Naval Air Systems Command (NAVAIR) has issued a Special Notice for a sole source purchase order to Hexagon Manufacturing Intelligence, Inc. for Preventative Maintenance (PM) and Calibration services for three ROMER Absolute Arms located at Fleet Readiness Center Southwest (FRCSW). The notice indicates the government's intent to award the contract directly to Hexagon due to their unique qualifications as the Original Equipment Manufacturer (OEM) with exclusive capabilities to service these specific measurement systems. The procurement will cover maintenance and calibration of three Coordinate Measuring Machine (CMM) units with specific serial numbers, along with as-needed repair services. The contract is being pursued under Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1)(i), which allows for sole source procurement when only one source is reasonably available.

The primary objective of this Special Notice is to secure critical maintenance services for specialized measurement equipment without disrupting operational capabilities at FRCSW. Contractors interested in challenging the sole source determination may submit a capability statement within three calendar days of the notice's publication, which will be evaluated solely to determine potential competitive procurement options. Hexagon is required to be an authorized commercial service provider through the Naval Aviation METCAL program and must hold ISO 17025 or ANSI-Z-540 certification. The contract period is set from March 31st, 2025 to March 30th, 2026, with potential extensions for four additional service years. Key requirements include performing an initial equipment evaluation within 7 business days, completing services within 21 days, and providing a Certificate of Calibration within 7 days of service completion. Invoicing will be processed electronically through Wide Area Workflow (WAWF), with documentation requirements including signed calibration certificates and field service reports.

Notice text

The Commander Fleet Readiness Centers (COMFRC) Procurement Group, Patuxent River, MD 20670 hereby gives notice of their intent to award a purchase order to Hexagon Manufacturing Intelligence, Inc., 250 Circuit Dr., North Kingstown, RI 02852-7441 (Cage Code 1WUK4) on a Sole Source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1)(i), only one source reasonably available and no other supplies or services wil satisfy agency requirements.

The Commander Fleet Readiness Center (COMFRC) Southwest has a requirement for Preventative Maintenance (PM) and Calibration services, and as needed repairs of a Government owned asset located at Fleet Readiness Center Southwest (FRCSW) for three (3) ROMER Absolute Arms.

Hexagon Manufacturing is the only known qualified source capable of satisfying the Government's specific requirements and mission for this procurement. Hexagon is the OEM and does not utilize third party services for its MyCare service agreements. Any inability to procure these services would cause an unacceptable delay in operations at FRCSW. For this reason, the Government intends to procure these services on a sole source basis from Hexagon Manufacturing Intelligence, Inc. (Cage Code: 1WUK4).
