About this opportunity
The Department of the Air Force Materiel Command Test Center is soliciting a Helium Recovery and Liquid Helium Generation System for delivery to Arnold Air Force Base in Tennessee. The procurement seeks a comprehensive commercial system that includes an inflatable recovery bladder, recovery compressor, post-compression storage cylinders, and a pre-liquification/reintegration purifier, with the capability to recover and liquefy helium. The solicitation will be evaluated using a Lowest Price Technically Acceptable (LPTA) methodology, requiring vendors to meet all specified technical requirements in the Statement of Work. Quotes are due on April 21, 2025, at 10:00 A.M. Central Time, with vendors required to submit a technical solution, commercial determination, authorized reseller letters, and a detailed pricing breakdown. The solicitation is an unrestricted acquisition with no specific small business set-aside, though it may be eligible for 8(a), EDWOSB, SDVOSB, or HUBZone small business programs. The system must meet stringent technical specifications, including a recovery bladder footprint of 12x9 feet, a recovery compressor with 6 SCFM capacity, and helium purity of 99.999%. The liquid helium generation portion must use a pulse tube cryocooler to produce liquid helium at 4K with a 150-liter vacuum-jacketed dewar capacity. The contract includes on-site functionality support for installation, with a one-year warranty required. Delivery will be to the Arnold Engineering Development Complex (AEDC) in Tullahoma, Tennessee, with the contractor responsible for safe packaging and system documentation. The system must operate automatically with minimal supervision and include comprehensive installation, operation, and maintenance manuals.
