About this opportunity

The Philadelphia District of the U.S. Army Corps of Engineers, on behalf of the New Orleans District, intends to procure a heavy lift crane to be mounted on an existing barge for navigation maintenance missions. The crane must comply with API and ABS standards and be capable of lifting minimum 500,000 pounds at 70 feet. Proposals will be evaluated based on a best value tradeoff of technical compliance, past performance, and price/cost. The deadline for questions is December 8, 2023, when the RFP is expected to be released.

This procurement is set aside 100% for small businesses under NAICS code 333120, with a size standard of 1,250 employees. The crane must have a 130 foot boom capable of 500,000 pound lifts at 70 feet out to 5 degrees list and 3 degrees trim, and an auxiliary line capable of lifting 45,000 pounds at all radii. The contract is estimated at 810 calendar days and will include delivery, installation support, testing, and training.

The Philadelphia District of the Corps of Engineers on behalf of the Marine Design Center intends to issue a Request for Proposal (RFP) for one heavy lift crane. Upon completion, the crane will be mounted on an existing barge to be used by the US Army Corps of Engineers New Orleans District in support of its navigation maintenance mission. The RFP is anticipated to be available on or about December 8th, 2023.

This procurement is set aside 100% for small business under NAICS Code 333120. The small business size standard is 1,250 employees. The Government intends to award a firm fixed price contract to the respsonsible offeror whose proposal conforms to the terms of the RFP notice, is determined fair and reasonable, and offers the best overall value to the Government as determined through the Best Value Trade-Off process. 

The heavy lift crane to be supplied shall be new with the following approximate characteristics:

  • Designed and fabricated in compliance with the American Petroleum Institute – API Specification 2C – Offshore Pedestal-Mounted Cranes
  • Designed and fabricated in compliance with the American Bureau of Shipping – ABS Guide for Certification of Lifting Appliances
  • Third party review by ABS for compliance with API 2C and ABS Guide for Certification of Lifting Appliances
  • The crane duty-cycle classification shall be “Construction Duty”

The heavy lift crane supplied shall be installed on a Corps owned barge with the following particulars:

  • Length: 195 feet
  • Beam: 54 feet
  • Depth: 10 feet – 0 inches

The Government (via a separate contract action) will install the new heavy lift crane on the barge.


The crane shall have a 130-foot boom, capable of adding a 10-foot main boom insert, and a boom tip extension. The crane shall be capable of lifting with and without counterweight. 200,000 pounds of removal counterweight shall be provided. The crane shall be capable of lifting a minimum of 500,000 pounds at a radius of 70 feet (regardless of counterweight configuration between 0 pounds and 200,000 pounds). The crane shall be rated at this capacity with 3 degrees machine list (sidelead) and 5 degrees machine trim (offlead).


The crane shall be provided with an Auxiliary Line, capable of lifting 45,000 pounds at all radii, and certified for personnel hoist operations.


As part of the crane procurement, the crane manufacturer shall:

  • Testing and certification of the completed crane at the manufacturer’s facility
  • Provide the kingpost or pedestal to mount the crane
  • Delivery of the crane/components to a shipyard in the Gulf of Mexico Area
  • Technical support and guidance for assembly of the crane on the barge, the integration of the crane to the barge, and the start-up of the crane after installation on the barge.
  • Technical support and guidance for operational performance testing and trials of the barge.
  • Training to Corps personnel after delivery.

There will be Liquidated Damages associated with this procurement.

Bonding will be required.

Contract duration is estimated at 810 calendar days.
