About this opportunity
The Department of the Navy Naval Supply Systems Command seeks heavy lift crane rental services, certified crane operators, and specialized rigging equipment to execute a tandem lift extraction of a partially sunken Navy Standard Intermediate Causeway Side Loadable Warping Tug barge at Naval Station Rota, Spain, with quotes due September 7, 2026. The Government intends to solicit quotes from Local Sources Only, foreclosing competition outside that geographic restriction.
Place of performance is Naval Station Rota, Pier 4, Cádiz, Spain. The barge, 85 feet long and 32 feet wide with a dry weight of 142,500 pounds, rests on the seafloor at approximately 35 feet of seawater with its aft end submerged. The total estimated lift weight is approximately 165,000 pounds (accounting for residual water in 42 ballast tanks and the flooded pilot house). The contractor must provide a tandem lift using two cranes with double 30-ton slings basketed to a 75-ton shackle at designated pick points, execute simultaneous lift to extract the barge from the water, hold the suspended load above the waterline to allow gravity drainage, and deposit the barge onto Pier 4's concrete surface. All work must be completed no later than September 30, 2026. A mandatory site visit is scheduled for September 2, 2026, at 10:00 AM local Rota time.
The contractor must provide a Heavy Lift & Rigging Supervisor certified as a lift specialist with tandem mobile crane experience and Certified Crane Operators. All contractor personnel must satisfy military base access requirements with documentation submitted at least ten business days prior to mobilization. Essential deliverables are a detailed Rigging & Crane Lift Plan and daily activity logs. The firm-fixed-price proposal must include all crane assets, rigging equipment, transport logistics, personnel travel, mobilization, lodging, per diem, and demobilization expenses. Quotations must be submitted in EUR format (Spanish companies excluding IVA/VAT), with prices held firm for 60 days. Amendment 1 updated the site visit date and published Q&A clarifying that the Government will attach crane slings to the barge. The NAICS code is 488310, Port and Harbor Operations; the PSC is W039, Lease Or Rental Of Equipment—Materials Handling Equipment.
