About this file
This is a Statement of Work (SOW) for heavy lift crane services to extract a partially sunken Navy Standard Intermediate Causeway Side Loadable Warping Tug (SLWT) barge from Naval Station Rota, Pier 4, Spain.
The contractor shall provide certified crane operators, qualified riggers, and specialized rigging equipment to execute a tandem lift extraction of the 85-foot-long SLWT barge, which currently rests on the seafloor at approximately 35 feet of seawater with its aft end underwater. The barge has a dry weight of 142,500 lbs and a wet weight of approximately 165,000 lbs when accounting for a flooded pilot house and water retention in 42 independent ballast tanks. Primary tasks include crane mobilization to Pier 4, calculation and supply of all rigging gear (double 30-ton slings basketed to a 75-ton shackle at designated pick points), site verification of working radius and pier load-bearing capacity using NAVFAC technical drawings, and execution of a coordinated tandem lift with gravity dewatering. The Navy Dive Team will attach the crane slings; once both contractor and Government Technical POC confirm attachment security, the contractor shall execute the simultaneous tandem lift, hold the suspended load at safe elevation above the waterline to allow gravity drainage, and deposit the barge onto Pier 4's concrete surface. The contractor must coordinate all personnel travel, mobilization, lodging, per diem, and demobilization expenses to NAVSTA Rota within a firm-fixed-price proposal. Essential personnel include a Heavy Lift & Rigging Supervisor (certified lift specialist with tandem mobile crane experience) and Certified Crane Operators. All contractor personnel must satisfy military base access requirements with complete documentation submitted at least ten business days prior to mobilization. Deliverables include a detailed Rigging & Crane Lift Plan (due per RFQ) and daily activity logs during site operations (due by 08:00 AM the morning following each operation). The Government will furnish technical crane drawings and site access; the contractor is responsible for all operational machinery, crane assets, transport logistics, and personnel. The Government retains unlimited data rights to all technical data, lift plans, reports, drawings, and photographs generated under the contract.

STATEMENT OF WORK (SOW)
PROJECT: SIDE LOADABLE WARPING TUG (SLWT) LIFT OPERATION
LOCATION: NAVAL STATION (NAVSTA) ROTA, PIER 4
GENERAL INFORMATION
1.0 Scope of Work
The Contractor shall provide heavy lift crane rental services, certified crane operators, and specialized rigging equipment to execute a tandem lift extraction of a partially sunken Navy Standard intermediate causeway Side Loadable Warping Tug (SLWT) barge.
2.0 Background
The SLWT is currently secured to the end of Pier 4, at the Rota Naval Base, with the aft end underwater and resting on the sandy/silty seafloor at a depth of approximately 35 feet of seawater (fsw).
The vessel consists of a steel hull composed of three center modules (each 8 ft x 40 ft) and six end rake modules (each 8 ft x 20 ft), with a total length of 85 feet (approximately 26 meters) and a dry weight of 142,500 lbs (approximately 64.6 metric tons). See Attachment
2. A flooded pilot house and water retention in the 42 independent ballast tanks must be accounted for during the initial lift, which increases the total wet weight to approximately 165,000 lbs (80 short tons).
CONTRACTOR REQUIREMENTS
3.0 Technical Requirements/Tasks
The Contractor shall provide certified crane operators, qualified riggers, support personnel, certified mobile cranes and rigging gear. The Contractor shall perform the following specific tasks:
3.1 Crane Lift
Crane Mobilization: The Contractor shall provide cranes to Pier 4, NAVSTA Rota to lift the SLWT out of the water and onto pier 4. The SLWT estimated weight is 165,000 lbs (75,000 kgs) and should be placed on Pier 4 in designated area in Attachment 1 diagram.
• Rigging Accessories: The Contractor shall calculate, select, and supply all rigging gear rated to support the dynamic load of the barge, including the dry weight of 142,500 lbs plus the weight of retained water. The rigging gear shall include certified slings, spreader bars, and shackles. The rigging plan shall utilize double 30-ton slings basketed to a 75-ton shackle at designated crane pick points.
• Site Verification: The Contractor shall verify the working radius and pier load-bearing capacity limitations using the technical crane drawings provided by NAVFAC to ensure safe positioning.
3.2 Tandem Lift Salvage Maneuver Execution
3.2.1 Course of Action - Tandem Lift and Gravity Dewatering
• Coordination: The Contractor shall coordinate the lift timing with the Government Technical Point of Contact (POC). The Navy Dive Team (MDSU / MU8 / FDRMC) will attach the crane slings to the barge. Once both parties (contractor and Government technical POC) confirm attachment is secure, the Contractor shall execute the tandem lift.
• Tandem Lift: The Contractor shall execute a simultaneous tandem lift using cranes to raise the SLWT barge from the water.
• Topside Dewatering Hold: The Contractor shall hold the suspended load at a safe elevation above the waterline to allow entrapped water to gravity drain from the hull and pilot house into the harbor.
Placement: Once the vessel is sufficiently drained and the load stabilizes within safe crane operating parameters, the Contractor shall pivot the cranes and deposit the SLWT barge onto the concrete surface of Pier 4.
4.0 Government Furnished
The Government will provide the following assets, information, and services to support the execution of this contract:
• Government-Furnished Information (GFI): Technical crane drawings outlining Pier 4 dimensions and the Navy Standard Intermediate Causeway Salvage CONOP document.
• Site Access: Escorted access to Pier 4 and the designated DRMO yard.
(Note: The Government will not provide cranes, lifting/rigging gear, transport vehicles, or crane operators. The Contractor shall furnish all operational machinery, crane assets, transport logistics, and personnel required for the lift and subsequent transport).
5.0 Deliverables / Schedule
The Contractor shall submit all deliverables to the Contracting Officer's Representative (COR) in accordance with the following schedule:
