About this opportunity

The scope involves recovery of a Caterpillar Challenger MT765C rubber-track tractor (approximately 36,000 pounds) and attached Case International 770 disc harrow (approximately 12,000 pounds) from an off-road ditch incident site on North Vandenberg, plus retrieval of approximately twenty 100-pound cast-iron suitcase weights dispersed up to 85 feet from impact and one 150-pound rear hitch assembly. The contractor shall also excavate, containerize, and legally dispose of approximately 20 gallons of hydrocarbon-contaminated soil (diesel fuel, hydraulic fluid, and engine oil) in compliance with federal, California state, and VSFB environmental regulations. Additional responsibilities include complete debris field clearance, recovery of personal effects belonging to the deceased operator with strict chain-of-custody protocols, and transportation of all recovered equipment approximately 20 miles to a Government-designated facility. The contractor must clear heavy brush and foliage to create an access road for towing. An updated draft Statement of Work was posted September 10, 2026 at 1400 local time.
Contractor personnel must hold NCCCO or equivalent heavy recovery credentials and HAZWOPER training for environmental work. All personnel must be U.S. citizens or lawful permanent residents capable of obtaining DBIDS base access. Site mobilization must occur within 24 hours of Notice to Proceed, with operational completion required within 72 consecutive hours. This is a one-time, firm-fixed-price operation.
