About this file

This is a Statement of Work (SOW) for heavy equipment recovery and transportation services at Vandenberg Space Force Base, California.

The Government requires contractor support to recover one Government-owned Caterpillar Challenger MT765C rubber-track tractor weighing approximately 36,000 pounds from a ditch at a designated incident site on the base. Following recovery, the contractor must transport the tractor approximately 20 miles to a Government-designated location. The contractor is responsible for all site assessment, recovery operations, personnel, equipment, rigging, lifting apparatus, and transportation assets necessary to safely complete the one-time operation within 72 hours of authorization to proceed. Key contractor responsibilities include conducting a preliminary site assessment to evaluate terrain, access conditions, tractor position and orientation, and developing an appropriate recovery methodology; safely recovering the tractor using commercially accepted heavy-equipment methods such as winching, towing, lifting, or extraction; ensuring all personnel are appropriately trained and certified for their assigned duties; and complying with all Federal, state, local, and occupational safety requirements. The contractor must also implement environmental protections and immediately notify the Government representative of any hazardous material releases or unsafe conditions. The Government will identify the recovery and destination locations, coordinate base access, designate a point of contact for coordination, and authorize commencement of operations. Acceptance is confirmed when the tractor is safely recovered, transported, unloaded, positioned as directed, and the Government representative verifies satisfactory completion.
