About this opportunity
The Department of the Army Minnesota Army National Guard seeks three brand-new heavy-duty wheel loaders for the Facility Management Office at Camp Ripley Training Center, Little Falls, Minnesota, with quotations due July 8, 2026, at 10:00 AM Central Time. This is a 100% Total Small Business Set-Aside with an active SBA Non-Manufacturer Rule Class Waiver for NAICS 333120. Award is contingent upon the availability of fiscal year 2026 funds, anticipated September 2026; the Government is under no obligation to award if funds do not materialize.
Place of performance is Little Falls, Minnesota. This is a Brand Name or Equal acquisition with the Caterpillar 950 Series as the baseline reference model. Salient characteristics include a 6-cylinder diesel engine producing 195–230 horsepower with EPA Tier 4 Final emissions compliance, a minimum 5-speed automatic transmission with fully locking differentials, overall length 300–350 inches, height not exceeding 160 inches, a fully enclosed ROPS/FOPS Level II cab with climate control, joystick controls, backup camera and LED safety features, 23.5 x 25 L3 bias tires, and a hydraulic quick-coupler system compatible with existing Caterpillar Fusion-style attachments or adapter plates. Bucket capacity must be 3.5–4.0 cubic yards with bolt-on cutting edges. Delivery is FOB Destination. Contractor must provide operator, maintenance, and parts manuals; basic operator training upon delivery; manufacturer's standard commercial warranty covering parts and labor; a planned/preventative maintenance package covering the first 2,000–3,000 hours; and active telematics and diagnostic software for a minimum of three years. Evaluation weighs technical capability, delivery schedule, warranty and maintenance comprehensiveness, value-added features, past performance on similar heavy equipment, and price approximately equally between non-price factors and price. Contracting Officer Eric A. Ahlgren handles submissions at eric.a.ahlgren.civ@army.mil. Amendment 0001, posted June 26, incorporated official Government responses to timely questions and clarifications into the Statement of Work.
