About this file

This is a Statement of Work for the procurement of three (3) brand-new Heavy Duty Wheel Loaders for the Minnesota Army National Guard's Facility Management Office at Camp Ripley Training Center in Little Falls, Minnesota. The acquisition is structured as a "Brand Name or Equal" solicitation with the Caterpillar 950 Series as the baseline reference model. The equipment must meet stringent salient characteristics including a diesel engine producing 195-230 horsepower with EPA Tier 4 Final emissions compliance, a minimum 5-speed automatic transmission with fully locking differentials, and a fully enclosed cab meeting ROPS and FOPS Level II safety standards. Dimensional specifications require overall lengths between 300-350 inches, widths of 100-110 inches, and maximum heights not exceeding 160 inches, with bucket capacity of 3.5-4.0 cubic yards. The loaders must be equipped with backup cameras, LED working lights, joystick controls, and 23.5 x 25 L3 bias tires on 3-piece rims, with compatibility required for the existing Caterpillar "Fusion" style bar-linkage coupler system or equivalent adapters.

The contractor must provide the manufacturer's standard commercial warranty covering parts and labor, a planned maintenance package covering the first 2,000-3,000 hours of operation including scheduled engine services and fluid replacements, and a telematics and diagnostic software suite active for a minimum of three years providing GPS location, engine health monitoring, and operational data. All operator, maintenance, and parts manuals must be delivered in hard copy or digital format, along with basic operator familiarization training upon delivery. Delivery is FOB Destination to Camp Ripley Training Center. The related solicitation (W912LM26-Q-A013) is issued as a Request for Quotation with a response deadline of 08 July 2026 at 10:00 AM Central Time, designated as a 100% Total Small Business Set-Aside under NAICS 333120, with award contingent upon fiscal year 2026 funds availability anticipated in September 2026.
