About this file

This file is a Questions and Answers (Q&A) document providing official Government responses to inquiries from interested offerors regarding solicitation W912LM-26-Q-A013. The document does not contain substantive product or service requirements details, pricing terms, or evaluation criteria; rather, it serves as a clarification tool to address specific questions raised by potential bidders during the solicitation period. The Q&A responses are intended to be incorporated into the Statement of Work (SOW) to provide offerors with updated guidance prior to their submission deadline of 08 July 2026 at 10:00 AM Central Time.

The underlying solicitation is a Request for Quotation (RFQ) issued by the Minnesota Army National Guard (MNARNG) for the procurement of three brand-new heavy duty wheel loaders, designated as a 100% Small Business Set-Aside with an active SBA Non-Manufacturer Rule Class Waiver for NAICS 333120. The acquisition is issued "short of award" pending availability of Fiscal Year 2026 funds anticipated in September 2026, with delivery on an FOB Destination basis to Camp Ripley Training Center in Little Falls, Minnesota. The Government is under no obligation to award if funds do not become available.

Question #Vendor QuestionOfficial Government Response
1Since there is a request for a fusion coupler, wouldn't the bucket also need to be compatible with the fusion coupler, instead of the ACS Style / Pro Series coupler? If the machine has the Fusion style coupler the bucket needs to match the machine. (SOW has been updated based off this question)
2Could you please review this matter and confirm whether direct participation by a large business dealer would be acceptable for this opportunity?SET-ASIDE INFORMATION: This acquisition is a 100% Total Small Business Set-Aside. An active SBA Non-Manufacturer Rule (NMR) Class Waiver is in effect for NAICS 333120. Since an active SBA Non-Manufacturer Rule (NMR) Class Waiver is in effect for NAICS 333120, a quote from a large business from this solicitation cannot be accepted. Only if a new solicitation or an amendment to the solicitation dissolving the set-aside would allow acceptance of a quote from a large business.
