About this opportunity

The USDA Food Safety and Inspection Service (FSIS) is conducting market research to identify U.S.-based manufacturers capable of supplying heavy-duty examination gloves for food inspection operations. The gloves must be manufactured in the United States and meet stringent performance specifications including approximately 11 mil thickness at the palm and 14 mil at fingertips, extended cuffs of minimum 11.6 inches, textured fingertips for enhanced grip, and powder-free construction. Required certifications include NFPA 1999, ASTM D6978 testing for chemotherapy drug use, and FDA 510(k) clearance, with full Berry Amendment compliance mandatory. The gloves must maintain tactile sensitivity while providing durability that is three times thicker than standard examination gloves, and be available in sizes small through extra-large. Vendors must submit comprehensive company information including business size classification and special designations, along with detailed product specifications, certifications, and test results by the October 20, 2025 deadline.

This pre-solicitation notice indicates no set-aside designation is being used, making it open to all qualified contractors. The agency currently uses latex gloves but is open to alternative materials such as nitrile, neoprene, or synthetic blends that meet performance requirements. Packaging specifications call for 50 gloves per dispenser with 10 dispensers per case or equivalent configuration. The opportunity falls under NAICS code 339113 (Surgical Appliance and Supplies Manufacturing) and PSC category 6515 (Medical And Surgical Instruments, Equipment, And Supplies). While specific quantities and contract values are not disclosed in this market research phase, the comprehensive specifications and certification requirements suggest a substantial procurement for ongoing FSIS inspection operations nationwide.
