About this opportunity
The Indian Health Service, Navajo Area, Gallup Service Unit has published a Special Notice regarding their intent to award a single-source contract for a Heart Failure Meal Program at the Gallup Indian Medical Center in New Mexico. The agency plans to negotiate directly with Tocabe Indigenous Marketplace Inc., an Indian Small Business Economic Enterprise based in Denver, Colorado, for the development, preparation, and delivery of medically-tailored meals specifically designed for heart failure patients. This procurement falls under NAICS code 624210 Community Food Services with a small business size standard of $19.5 million. The contract is set aside for Indian Small Business Economic Enterprises, and the Special Notice was posted on August 23, 2025. Interested parties have until August 26, 2025 to respond if they believe they can provide comparable services.
The primary objective of this Special Notice is to provide transparency regarding the agency's intent to sole-source this specialized meal program that combines medical nutrition requirements with cultural authenticity for the Navajo community. The medically-tailored meals must utilize traditional Navajo recipes and incorporate locally-sourced produce and meat from Navajo and Native American farmers, while meeting American Heart Association requirements for heart failure patients under the guidance of a registered dietitian. The contract period is estimated at four to six months with a potential six-month extension option. To be eligible for consideration, contractors must demonstrate the unique capability to partner with Navajo dietitians, curate traditional Navajo recipes for medical purposes, and maintain supply relationships with local Navajo farmers and ranchers. The agency has identified Tocabe as the only known responsible source capable of meeting these highly specialized cultural and medical requirements, having previously partnered with Indian Health Service on similar meal program innovations and conducted extensive research on heart failure nutrition needs within the Navajo Nation.
