About this opportunity

The United States Coast Guard intends to solicit two major engineering modernization packages aboard USCGC HEALY (WAGB-20), with prototype installations planned for the vessel's FY2029 Maintenance Availability and an industry day scheduled for October 26–27, 2026. No set-aside is anticipated.

Requirement 1 covers design, furnishing, and installation of one new Deaerating Feed Tank (DFT) with associated feedwater treatment system compliant with NSTM 220 v2, renewal of the existing obsolete boiler Programmable Logic Controller (PLC) to replace the current Koyo DL 405 system, and replacement of burner sequencing controls. The DFT must be designed for 20,000 lb/hr steaming capacity with 600-gallon minimum storage and 7 ppb dissolved oxygen at rated capacity. The boiler PLC must manage fuel control, water level, startup and shutdown sequences, alarms, and status monitoring while operating on 115VAC single-phase 60-Hz power and replicate all existing Koyo DL 405 functions. All piping must comply with ASME codes and account for dynamic marine conditions including 45-degree ship roll, 10-degree pitch, and 9-foot heave.

Requirement 2 involves replacement of the existing steering control system with an open-architecture, commercially available PLC-based design that interfaces with existing auxiliary and navigation systems. The contractor must replace or upgrade Rudder Servo Amplifiers (RSA), Rudder Repeat Backs (RRB), Rudder Angle Transmitters (RAT), and Steering Failure Alarm (SFA) panels while retaining full capabilities. The replacement system must achieve Coast Guard Cybersecurity Authority to Operate status and remain commercially supported for at least ten years.

Place of performance includes USCG and contractor facilities, onboard USCGC HEALY in Portland and Seattle, and underway operations. Contract performance runs from April 2027 through May 31, 2030. The Coast Guard is hosting a two-day industry day to gather market research and assess industry capabilities; participants must specify which requirement(s) they wish to address upon registration.
