About this opportunity

The Naval Supply Systems Command Fleet Logistics Center Norfolk Pentagon Directorate, procuring on behalf of Navy Recruiting Command, is soliciting a healthcare professional contact database via sole source with Data Marketers Inc. (CAGE 0HQR5), with a quote deadline of July 6, 2026. This is a simplified acquisition under FAR Part 12 for commercial services, conducted as a Notice of Intent; proposals are not being accepted in response to this notice.

Place of performance is Millington, Tennessee. The requirement covers approximately 2.7 million healthcare professional records spanning 332 medical specialties, with an unlimited usage license for Navy Recruiting Command for a 12-month performance period commencing September 1, 2026, and ending August 31, 2027. The contractor must deliver an electronically formatted dataset within 5 to 7 business days following payment, maintaining a minimum 90 percent verified contact accuracy rate and 85 percent verified email deliverability rate. The dataset must include National Provider Identifier, state license number, facility name, website, contact name, specialty/subspecialty type, mailing address, telephone, fax, and verified email. The contractor will provide two complete database updates at no additional cost during the license period.

The NAICS code is 513140 (Directory and Mailing List Publishers), with a small business standard of 1,000 employees. The contract will be awarded on a firm-fixed-price basis. The justification for sole source cites Data Marketers Inc.'s proprietary database configuration, unique specialty classification schemas, and automated data refresh capabilities that are incompatible with other vendors' systems. Interested parties may identify capability for potential future competitive procurement consideration; the Government reserves discretion to determine whether to compete the action based on responses received.
