About this file
This is a Justification for Sole Source document submitted under simplified procedures (Micro-Purchase Threshold to Small Business Administration threshold).
The Navy Recruiting Command (NRCC) is acquiring healthcare professional contact database services on a sole source basis from Data Marketers Group (CAGE Code 0HQR5). The requirement involves providing access to approximately 2.7 million healthcare professional records across 332 medical specialties to support Navy officer and enlisted healthcare accession programs. The database will enable targeted recruiting efforts, improve market penetration, and identify qualified candidates for Navy healthcare officer and enlisted positions. Services are restricted to Data Marketers Group, with delivery upon award and a 12-month performance period. The estimated cost is redacted in the document.
The justification cites two primary reasons for the sole source award: system compatibility and proprietary data limitations. Data Marketers Group maintains a proprietary database specifically configured for healthcare recruiting that includes provider contact details, verified licensing data, medical subspecialty classifications, and automated periodic data refreshes. Navy Recruiting Command's existing workflow depends on the vendor's unique specialty and subspecialty classification schemas and data refresh capabilities. The document states that switching vendors would disrupt critical recruiting missions and require significant administrative burden to consolidate data from multiple sources. Additionally, Data Marketers Group's proprietary database cannot be modified or replicated by other firms, making them the only source capable of providing the required services in form, fit, and function compatible with the Navy's current systems and processes.

Source Selection Information – See FAR 2.101 and 3.104 connect, or interface with the existing system.
Navy Recruiting Command currently utilizes the Data Marketers Group proprietary database as the primary intelligence feed for active, ongoing medical officer recruiting campaigns. The existing workflow relies heavily on the vendor's unique specialty and subspecialty classification schemas, verified licensing data, and automated, periodic data refreshes to populate and manage active recruiting pipelines. To maintain continuity of operations without disrupting critical recruiting missions, the required follow-on services must be completely compatible in form, fit, and function with the systems and processes presently established under the current task order.
A patent, copyright or proprietary data limits competition.
Data Marketers Group owns a proprietary database built specifically for targeted healthcare recruiting. It provides comprehensive provider contact details, verified licensing data, and detailed medical sub specialty classifications, all kept current through automated, periodic updates.
