NEGOTIATED ACQUISITION
THIS IS A PRESOLICATION NOTICE ONLY - The Health Resources and Services Administration (HRSA), Office of Acquisitions Management and Policy (OAMP) is planning to issue a solicitation to
establish a contracting vehicle in support of HRSA's Bureaus and Offices evaluation related
activities. The solicitation will be issued, as competitive, full and open solicitation for a
multiple-award indefinite delivery, indefinite quantity contract with a proposed period of
performance of twelve (12) months base with four (4) twelve (12) month option periods. The
Government intends to issue a solicitation on or about February 13, 2019. The required services
will be procured in accordance with FAR Part 15 - Contracting by Negotiation.
The North American Industrial Classification System (NAICS) code for this acquisition is 541611,
and the size standard is $15M.
Description
The purpose of this procurement is to provide a contracting mechanism to facilitate the production
of focused, high-priority, evaluation activities in support of various Bureaus and Offices within
the Health Resources and Services Administration (HRSA). These activities may include evaluation
studies, evaluation and information syntheses, policy and environmental assessments, development,
implementation, analyzing the implementation of best practices as a result of a quality improvement
project, and assessment of evaluation capacity building activities, and the development and
implementation of performance measurement tools and data systems.
All future information regarding this acquisition, including the solicitation and any amendments,
will be distributed solely through the FedBizOpps website (www.fbo.gov). Copies of the
solicitation document and its related documents, as appropriate, will be posted at this website.
Interested parties are responsible for monitoring the FedBizOpps website to assure that they have
the most up-to-date information regarding this acquisition. The Government will not reimburse
interested parties for any costs associated with responding to this notice.
