Attachment D – Labor Categories

Labor Categories

The proposed labor categories required for this effort are as follows and will vary according to individual task orders. The primary labor categories utilized in this requirement will include:

Evaluation IDIQ Labor Categories for Task Areas 1, 2, 3, and 5

Description

Project Director/Contract Manager

Duties:

• Responsible for all aspects of performance

(i.e., technical, contractual, administrative, financial).

• Provides overall direction of program activities across multiple tasks.

• Supervises multiple program managers and sr. project managers within their organization.

• Consults with the customer to ensure conformity to contractual obligations.

• Establishes and maintains reporting cycle to document progress toward identified contractual technical activities as well as financial reports to show progress of projects to management and customers.

• Staffs, organizes and assigns responsibilities to subordinates.

• Oversees the successful completion of all assigned tasks.

• Directs initiatives and provides support to ensure the success of complex mission important programs.

• Assumes responsibility for the integrity of performance and ensuring compliance with all protocols or policies, including HRSA polices.

Description

• Assumes responsibility for identifying and communicating with stakeholders, expert panels, and HRSA.

• Expeditiously resolves challenges to contractual activities and customer concerns.

Relevant Experience:

• A minimum of ten (10) years of independent research experience at the postgraduate level (doctorate preferred) in health and/or public health-related evaluation and/or policy analysis, utilizing both qualitative and quantitative methodologies.

• Evidence of extensive extramural grant and/or contract experience in a leadership role with project and staff management responsibilities.

• Publication record in peer reviewed scientific journals.

• Possesses strong management experience and leadership skills as demonstrated through any of a combination of activities including project management, program evaluation, contract management, service on national and international scientific working groups, etc. in the private, academic, non-profit and/or other public sector.

• At least five (5) years of experience working with Federal government agencies whose work focuses on health and/or public health.

• Demonstration of comprehensive understanding of and experience with the processes and procedures related to working with Federal agencies.

Description

Education: Graduate degree in evaluation, operations research, public health or a related field (doctorate preferred).

Senior Technical Personnel/Team Lead Duties:

• Responsible for managing a health- or public health-related evaluation and/or policy analysis project with responsibility for planning, organizing and directing management and daily operations.

• Applies advanced technical knowledge, abilities and skills to develop, adapt, or modify evaluation and policy analysis strategies with minimum supervision by Project Director/Contract Manager.

• Performs designed studies with limited direction and virtually no technical supervision.

• Responsible for gathering evaluation and/or policy analysis findings in a manner that conforms to methodological standards compatible with research published and/or presented in peer-reviewed journals, articles, and professional meetings.

• Responsible for training staff for primary data collection, including chart abstraction, surveys, interviews, and review of secondary source collection.

• Responsible for any clearance packages and/or IRB requests.

Relevant Experience:

• Currently acting in a senior project management capacity with a minimum of eight (8) years of experience in directing and administering complex health and/or public health related evaluations and/or policy analyses.

Description

• At least three (3) years of experience working with Federal government systems and processes in the health or public health area

Education: An advanced degree at a doctoral level in evaluation, operations research, public health or a related field.

Associate Technical Personnel Duties:

• Responsible for conducting key technical aspects of health and/or public health related evaluation and/or policy analyses that require considerable experience in proper execution, analysis and interpretation.

• Responsible for performing a variety of evaluation and policy analysis related tasks such as conducting literature reviews; troubleshooting methodological and logistical issues; suggesting alternative approaches; developing, revising (as needed) and executing detailed and extensive analyses; and interpreting and summarizing results.

• Conducts specialized computer analysis of research data requiring more than routine computer usage, knowledge and skills.

• Work is independent with limited technical supervision.

Relevant Experience:

• A minimum of five (5) years of experience working on projects involving program evaluation and/or policy analysis, including at least three (3) years directly related to health/public health programs/issues.

Education: An advanced degree at a master’s level or higher.

Description

Research Analyst Duties:

• Plans, organizes, and conducts research in a variety of areas, such as new or existing products, science, social science, law or business, etc. in support of an evaluation or evaluation related study or policy research initiative.

Data Scientist/Data Analyst Duties:

• Research and develop statistical models for evaluation and policy related data analysis.

Education: A minimum of a master’s level degree or higher in health economics, public economics, economics, or other related field (doctorate preferred).

Description

Junior Analyst/Research Assistant Duties:

• Provides support in primary and secondary data collection, data entry, development of analysis files, preliminary data analyses, and draft reports of findings.

• Working under direct supervision of more senior personnel.

Relevant Experience:

• Three (3) years or less experience in health- related program evaluation and/or policy analysis.

Education: A bachelor’s degree from an accredited college or university.

Description

Administrative Assistant or related support personnel

Duties:

• Provides secretarial, organizational, management and administrative support to the project director and senior project staff.

• Responsible for handling meeting logistics.

• Minimum of one (1) year experience in providing secretarial, administrative or other support services to health-related evaluation projects.

Education: Education as required by the contractor’s organizational hiring practices.

To the extent possible, staff shall have experience in the following areas for the IDIQ:

• Evaluating health- and/or public health-related programs similar to those administered by HRSA

• Conducting policy analysis on issues that may affect HRSA programs

• Assessing the impact of public health practices and/or policies on public health programs at the community, county, or state level

• Ability to access evaluation data to enable activities specific to the functional area and/or business need

• Ability to store, retrieve, and manage requests and inquiries related to evaluation and policy studies and associated data/information

• Ability to run ad-hoc and programmed reports for management review, performance metrics, entity status, etc.

• Assessing performance data for programs with small sample sizes

• Collecting quantitative and/or qualitative data using appropriate strategies and methodological approaches from a variety of HRSA programs, recipients, and special populations (e.g., rural)

• Knowledge of how to manage, extract and manipulate data using large national datasets as well as linking with state data or across states (e.g., Medicare, Medicaid) and public health data sets (e.g., Medicaid claims and vital records)

• Technical writing and verbal presentation skills, including section 508 requirement

Senior Communication Personnel/Team Lead

Duties:

• Responsible for developing and managing communication strategies and products/materials related to a health- or public health-related evaluation and/or policy analysis project with responsibility for planning, organizing and directing the daily operations.

• Applies advanced technical knowledge, abilities and skills to develop, adapt, and/or modify communication strategies and product development with minimum supervision by Project Director/Contract Manager.

• Currently acting in a senior project management capacity with a minimum of eight (8) years of experience in directing and administering complex health- and/or public health-related communication strategy and project/material development.

• At least three (3) years of experience working with Federal government systems and processes in the health or public health area.

Description

Education: A minimum of a master’s degree in public health-related field and/or health/public health communication.

Junior Communication Specialist Duties:

• Provides support in development and execution of communication strategies and relevant products/materials for evaluation and policy-related studies and other projects.

• Develops mock-ups or prototypes of dashboards, reports, charts, graphs, tables, maps, and other data visualizations vehicles in ways that clearly communicate the “story” of the data.
