The contract will be a fixed-price requirements contract with economic price adjustment spanning one base year plus four one-year option periods, offering both basic and high coverage options across four distinct employee categories. Evaluation will be based on technical acceptability, pricing, and past performance, with award going to the lowest-priced, technically acceptable, responsible offeror. Proposals are due July 17, 2025, at 16:00 local time and must be submitted electronically to ParisContracting@state.gov, with all contractors required to be registered in the System for Award Management (SAM) database prior to submission.
This opportunity has no set-aside designation and is open to all responsible sources, though the documents reference Groupe Henner as the current provider based on 2024 statistics showing 694 total beneficiaries with health costs totaling 543,691 EUR. The contract covers approximately 698 individuals across multiple categories, including 378 employees with basic coverage, 178 with high options under French Social Security affiliation, plus retirees, former employees, and their dependents ranging from 6 to 123 individuals in various age groups. The pricing structure includes estimated monthly payrolls of 1,503,576 EUR for basic options and 433,174 EUR for high options, with yearly gross salaries averaging 43,257 EUR for non-affiliated employees. Performance will take place in France, serving the U.S. Mission's locally employed personnel and beneficiaries throughout the country. An amendment dated June 27, 2025, updated demographic details and contribution rates in the statistical documentation provided to potential offerors.
