About this opportunity

The Department of Health and Human Services Indian Health Service seeks health economics analysis services to support the IHS Service Area Adequacy and Referral Network Accessibility Study, with quotes due October 14, 2026, at 10:00 AM Eastern Time. This is a total small business set-aside, firm-fixed-price purchase order procured under Revolutionary FAR Overhaul Part 12 as a combined synopsis/solicitation; no separate written solicitation will be issued.

NAICS code 541690, Other Scientific and Technical Consulting Services, applies with a $19 million small business size standard. Place of performance is at the contractor's location within the United States. Questions are due October 6, 2026, at 10:00 AM Eastern Time.

Amendment 2 (October 7) removed all PhD-level requirements and accelerated the final deliverable timeline from 52 weeks to 47 weeks after contract award. The contractor must identify a proposed Lead Health Economist holding a master's degree with substantial relevant experience or a doctorate (preferred), with at least five years of demonstrated experience in health economics, cost analysis, budget impact analysis, or related decision-analytic work. Work occurs virtually with required availability during core Government business hours (9:00 AM to 3:00 PM Eastern Time, Monday through Friday).

The contract spans a 12-month base year plus four option years and a six-month extension. Deliverables include kickoff work plan and analytic framework memorandum (4 weeks), demand characterization and cost taxonomy memorandum (10 weeks), draft PRC scenario economics and make-or-buy model (20 weeks), interim prioritization memorandum (32 weeks), draft and final economic decision support packages (44 and 47 weeks), and monthly status reports. The contractor must transition all models, workbooks, code, and documentation to Government staff within 35 days before contract completion and sanitize or return all Government data within 15 days after completion.

Quotations must include Volume I (technical approach, corporate experience, past performance, management approach, Lead Health Economist qualifications), Volume II (firm-fixed-price pricing with no level-of-effort or hourly basis), and assumptions, conditions, or exceptions. Quoters must be registered in SAM with active status at submission. Government evaluation applies best-value tradeoff: Factor 1 (Technical Approach, Corporate Experience, Past Performance) most important, Factor 2 (Management Approach and Staffing/Key Personnel), and Factor 3 (Price) least important.
