About this opportunity
The United States Coast Guard is seeking component repair and overhaul services for its HC-144 Maritime Patrol Aircraft through an Indefinite Delivery/Indefinite Quantity contract with a one-year base period and four one-year option periods, totaling five years maximum duration. The solicitation covers 172 unique line items including aircraft components such as actuators, control units, valves, indicators, harnesses, and various mechanical and electrical assemblies that require inspection, testing, troubleshooting, cleaning, and repair to original equipment manufacturer specifications. Contractors must be FAA Part 145 or EASA certified repair centers capable of maintaining the Coast Guard's Asset Computerized Maintenance System tracking requirements and handling the unique corrosion challenges associated with maritime patrol operations in salt-laden environments. The Coast Guard intends to award this contract under FAR 6.302-1 sole-source authority based on proprietary technical data rights. The proposal submission deadline is September 26, 2025, at 5:00 PM EST, with all proposals and questions to be submitted via email to Dane.W.Hobbs@uscg.mil.
This procurement does not utilize any small business set-aside designations despite having a small business size standard of $40.0 million under NAICS code 488190. The Coast Guard intends to award the contract directly to Airbus DS Military Aircraft, Inc., located at 8100 Airbus Military Drive, Mobile, Alabama, as they are the Original Equipment Manufacturer of the HC-144 aircraft and possess the exclusive technical data rights necessary for these repairs. The total estimated contract value is $49,027,652 over the five-year performance period, supporting the maintenance of eighteen HC-144 aircraft, each powered by two CT7-9C3 turboprop engines. All quantities specified in the 172 line items are estimates, and the contractor will be required to provide detailed Component Repair Records and FAA airworthiness documentation for all repaired components. Performance will primarily take place at the contractor's FAA-certified repair facility, with specific emphasis on addressing the accelerated corrosion issues these aircraft face due to their frequent low-altitude saltwater mission operations.
