About this opportunity

The U.S. Coast Guard seeks repair services for HC-130J aircraft avionics components, with quotations due July 16, 2026. The procurement is sole source to Northrop Grumman Systems Corporation (Cage Code 1LTU5), the Original Equipment Manufacturer, foreclosing competition unless other responsible sources submit technically acceptable offers, which would be evaluated on a lowest-priced, technically acceptable basis.

This is an Indefinite-Delivery, Requirements Type contract with one one-year base period and four optional one-year periods, not to exceed five years total. Firm-Fixed Price task orders will be issued as repair requirements and funds become available. The NAICS code is 488190, Other Support Activities for Air Transportation; PSC is J016, Maint/Repair/Rebuild Of Equipment—Aircraft Components And Accessories. Small business size standard is $40,000,000.

Place of performance and delivery is USCG Aviation Logistics Center, Elizabeth City, North Carolina. The contractor must be either the OEM or an OEM-authorized repair center with certified documentation. Repair work covers three primary avionics components: Antenna Control Groups (estimated three units per period), Receivers/Transmitters (estimated eight units in the base period, two per option period), and Mount Base Electronic Equipment (estimated one unit per period). Contractors must provide unit pricing for both No Fault Found repairs and Beyond Economic Repair/Scrap classifications on a fully burdened, firm-fixed-price basis, supplying all parts, labor, materials, tooling, and test equipment.

All repaired components must be returned to Ready for Issue condition in accordance with applicable technical directives, Original Equipment Manufacturer Commercial Maintenance Manuals, and FAA standards. Each component requires an FAA 8130 Certificate of Airworthiness or equivalent, a Certificate of Conformance per FAR 52.246-15, and a Component Repair Record submitted within five working days of completion. Contractors must comply with FAA Advisory Circular 43-205 for component cleaning to remove hazardous substances. Offers remain firm for 120 calendar days. Evaluation focuses on fair and reasonable pricing and responsibility determination for the sole-source offeror, or lowest-priced, technically acceptable offer if competitive responses are received.
