About this file

This is a Justification and Approval (J&A) document for a sole source contract award for HC-130J avionics repair services.

The United States Coast Guard (USCG), Aviation Logistics Center (ALC), Long Range Surveillance Product Line is seeking approval to award a Firm-Fixed Price, Indefinite-Delivery, Requirements Type contract to Northrop Grumman Systems Corporation (CAGE Code: 1LTU5) located at 101 Industrial Park Boulevard, Warner Robins, Georgia 31088-7409. The solicitation number is 70Z03826QH0000011, funded through Operation and Support (O&S) funds in Fiscal Year 2026. The contract covers repair services for avionic components and accessories used on HC-130J aircraft, including teardown, testing, evaluation, and repair of components turned in by Air Stations, with services delivered as Ready-for-Issue (RFI) spares to maintain airworthy inventory. The estimated total contract value is redacted in the document.

The justification establishes that Northrop Grumman is the Original Equipment Manufacturer (OEM) with proprietary manufacturing drawings, test equipment, and tooling required to perform repairs, which were developed at private expense and remain proprietary. The USCG does not possess rights to proprietary data and cannot disclose technical documents. Market research conducted from July through December 2025 identified no alternative sources; a Sources Sought Notice posted September 29, 2025, and closed October 9, 2025, received two responses with only the OEM's response determined capable. The J&A cites 41 U.S.C. § 1901 as statutory authority and anticipates solicitation posting on February 16, 2026, with pricing determined to be fair and reasonable based on industry comparison and Independent Government Cost Estimate.
