About this opportunity

The Department of the Air Force Materiel Command Test Center is seeking a contractor to replace an aged process air heater system at Arnold AFB. The project involves comprehensive design, fabrication, procurement, and installation of a modernized heater system, including a new remote control panel, power supply, transformer, and switchgear. Key contract objectives include addressing significant safety risks associated with the 60-year-old existing equipment, such as arc flash hazards and performance limitations. The solicitation targets engineering services vendors registered under NAICS Code 541330, with a business size standard of $25M. Potential vendors must submit a detailed market research response by April 17, 2025, at 10:00 AM CST, addressing technical capabilities, previous similar contracts, and prototype development approaches.

The pre-solicitation notice does not indicate a specific set-aside designation, and no incumbent contractors are mentioned. While a precise award value is not specified, the comprehensive nature of the project suggests a substantial contract scope, involving design reviews, system fabrication, site preparation, installation, and engineering support. The project timeline appears to extend through equipment procurement, site modification, and system installation, with additional requirements for system safety hazard analysis and technical documentation. Contractors will be expected to deliver a fully functional modernized heater system that meets operational demands, with the government seeking maximum flexibility while maintaining clear visibility into project schedule, performance, and potential risks.

Notice text

The Government intends to replace the aged process air heater and associated remote control panel, liquid rheostat, transformer, and switchgear with a modernized system capable of meeting operational demands. The Government also intends to modify the building where the existing equipment resides to accommodate space and access requirements.

The existing process air heater, liquid rheostat system, transformer, and switchgear are over 60 years old and pose significant safety risks, including arc flash hazards. The heater leaks cooling water internally and does not reach the required temperature output. Several elements within the 13-element bundles are not functioning.
