About this file

This Statement of Objectives (SOO) outlines a contract for replacing aging process air heater equipment at Arnold AFB. The project involves comprehensive design, fabrication, procurement, and installation of a modernized system, including a new heater remote control panel, power supply, transformer, switchgear, and associated hardware and instrumentation. The existing 60-year-old equipment poses significant safety risks, including arc flash hazards, internal cooling water leaks, and performance limitations with non-functioning elements in its 13-element bundles.

The contract requires the contractor to perform design activities with multiple design reviews, fabricate and procure new equipment, conduct as-built verification, deliver and install the new system at Arnold AFB, prepare the site, and provide engineering support including training and input for a System Safety Hazard Analysis. Key objectives include innovative project management, ensuring the new system meets safety and performance standards, delivering the project on time and within budget, and providing the government with unlimited data rights to all technical documentation. The government seeks maximum contractor flexibility while maintaining clear visibility into schedule, performance, and risks.

DISTRIBUTION STATEMENT A. Approved for public release: distribution is unlimited.

Statement of Objectives (SOO)

Process Air Heater, Power Equipment Replacement, and Building Modifications

1. Program Objectives

The Government intends to replace the aged process air heater and associated remote control panel, liquid rheostat, transformer, and switchgear with a modernized system capable of meeting operational demands. The Government also intends to modify the building where the existing equipment resides to accommodate space and access requirements.

2. Background

The existing process air heater, liquid rheostat system, transformer, and switchgear are over

60 years old and pose significant safety risks, including arc flash hazards. The heater leaks cooling water internally and does not reach the required temperature output. Several elements within the 13-element bundles are not functioning.

3. Contract Objectives

At a minimum, the contract shall define the following:

3.1. Work to-be Performed

The contractor shall perform the following work:

3.1.1. Design activities, including Requirements Review (RR), Preliminary Design

Review (PDR), Critical Design Review (CDR), and Final Design Review (FDR) of the heater assembly, including the heater remote control panel, power supply, transformer, switchgear, and all associated hardware and instrumentation, as well as building modifications.

3.1.2. Fabrication and procurement activities for the process air heater system, including the remote-control panel, power supply, transformer, switchgear, and all associated hardware and instrumentation, as well as building modifications.

3.1.3. Performance of as-built verification and submittal of required documentation, as listed in SOO Attachment 1 – Performance Requirements.

3.1.4. Delivery to Arnold AFB and installation activities, including demolition, removal, disposal of the existing heater, liquid rheostat, transformer, switchgear, and all associated hardware and instrumentation, as well as building modifications.

3.1.5. Site preparation, including installation of cabling, installation of the heater, remote control panel, power supply, transformer, switchgear, and execution of any system terminations needed, as well as installation activities required to support building modifications.

3.1.6. Engineering support, including developing a training plan and providing on-site

training, as well as input for AEDC-developed System Safety Hazard Analysis, and attendance at site acceptance testing.

3.2. Milestones

The contractor shall identify and track significant events scheduled to occur at specific times in performance of the SOW, including all deliverables.

3.3. Data Deliverables

The contractor shall deliver the following data items, in the format specified by the

Government:

3.3.1. Technical data and reports, including design documents, test reports, and certification documents.

3.3.2. Training materials and documentation.

3.4. Data Rights

The Government shall receive Unlimited Data Rights to all technical data and reports (i.e., data deliverables) produced in performance of the SOW.

4. Quality Control Plan (QCP)

The contractor shall develop and maintain a quality control plan to ensure that the requirement is met in accordance with the SOW. The plan shall include procedures for meeting milestones, taking corrective action when milestones are not met, and ensuring that the design and installation of the new equipment meets the required safety and performance standards.

5. Program Management Objective

The Government's objective is to allow offerors the maximum flexibility to innovatively manage schedule, performance, risks, warranties, subcontracts, and data, while maintaining clear visibility into the schedule, performance, and risks. The contractor shall ensure that the design and installation of the new equipment meet the required safety and performance standards, and that the system is delivered on time, within budget, and meets the required quality standards.
