About this opportunity

The Defense Health Agency's Healthcare Contracting Division - West has published a Notice of Intent to Award a sole source contract for hazardous materials supplies at Naval Hospital Guam. This special notice, posted on December 3, 2025, indicates the agency's intention to award a five-year purchase order to International Hospital Supply Corp without conducting a competitive procurement process. The notice is issued in accordance with Federal Acquisition Regulation 13.501(a) for sole source acquisitions. The requirement falls under NAICS code 325413 (In-Vitro Diagnostic Substance Manufacturing) with a PSC code of 6640 for Laboratory Equipment and Supplies. The hospital is located in Agana Heights, Guam, and serves as the delivery destination for the contracted services.

The primary objective of this acquisition is to ensure a continuous monthly supply of hazardous materials, quality controls, reagents, and laboratory supplies to support the Histology, Cytology, Microbiology, Hematology, Point of Care, and Chemistry departments at Naval Hospital Guam. The delivery period spans from December 15, 2025, through September 15, 2030. Although this is a Notice of Intent to Award rather than a competitive solicitation, interested sources may submit a capability statement by the December 4, 2025 deadline, demonstrating their ability to provide the required supplies and meet small business eligibility criteria. The capability statement must include management and technical data along with cost information, not exceeding the specified page limit, to convince the government of the submitter's capability to fulfill the requirement. The government has determined through market research and prior acquisition history that International Hospital Supply Corp is the sole source capable of meeting these specialized needs.
