About this opportunity
The United States Air Force Materiel Command Lifecycle Management Center at Wright-Patterson Air Force Base is seeking hazardous substance emergency response and remediation services through a combined synopsis/solicitation (FA8601-25-R-0030) under NAICS code 562910. This firm-fixed-price commercial item procurement will establish a Blanket Purchase Agreement requiring contractors to provide 24/7 emergency response capabilities for hazardous material incidents, spill cleanup, waste removal, environmental assessments, and compliance-driven tasks beyond the base's internal capabilities. Contractors must maintain response times of 60-120 minutes depending on equipment needs, employ HAZWOPER-trained personnel, and handle diverse hazardous substances including mercury, chlorine, ammonia, acids, and fuels. The evaluation will be based on two equally weighted factors: Technical Capability (rated as Acceptable or Unacceptable across five subfactors including Response Time, Training Certifications, Oil Spill Removal Organizations Designation, Equipment and Supplies, and Prior Experience) and Price, with award going to the lowest-priced technically acceptable offeror. The original proposal deadline of September 4, 2025 at 10:00 AM Eastern has been extended to September 11, 2025, with electronic submissions required via email to specified Air Force contacts.
Despite initial indications of a Women-Owned Small Business set-aside in one document, the primary solicitation indicates this is a full and open competition with a small business size standard of $25 million. The Blanket Purchase Agreement carries a master dollar limit of $249,000 with an authorized single call limit of $25,000 per task order. The contract period of performance spans from November 1, 2025, through October 31, 2030, with the Air Force anticipating an average of four emergency response or hazardous material spill events annually requiring contractor support. Services will be performed primarily at Wright-Patterson Air Force Base in Ohio, with coverage extending across Ohio, Indiana, and Kentucky. The solicitation includes comprehensive wage determinations for various occupational classifications and detailed pricing templates covering personnel, equipment, and emergency response resources across the five-year contract term.
