About this opportunity

The U.S. Fish and Wildlife Service (FWS) is seeking multiple contractors for a Hazardous Fuels Reduction Blanket Purchase Agreement (BPA) covering national and Guam locations. The solicitation aims to establish a pool of vendors capable of performing various vegetation management services, including mechanical clearing (using mowing, hand tools, small and large equipment) and chemical/herbicide application (ground and aerial methods). Interested vendors must email the contracting officer, Robert Sung, with their CAGE code, Unique Entity ID, states of operation, service capabilities, and pricing details. Evaluation will focus on vendors' ability to perform specific work types across different geographical areas, with pricing used primarily to assess fair and reasonableness. The solicitation (140F0S25Q0005) was originally posted on January 24, 2025, with an amended response deadline of March 31, 2025, and vendors are required to submit a signed first page of the solicitation document along with their capabilities.

The contract opportunity is an unrestricted solicitation under NAICS code 115310 (Support Activities for Forestry) with a size standard of $34 million. The BPA has a total ceiling of $49.5 million, with individual task orders not to exceed $7.5 million, and a performance period from March 31, 2025, to March 31, 2029. A sample project included in the solicitation involves vegetation removal at the Port Louisa National Wildlife Refuge in Iowa, which requires treating approximately 900 acres to restore grassland habitat by removing undesirable trees and shrubs. Contractors will be expected to perform work across multiple states, with the flexibility to specialize in specific geographic regions or service types. The project is funded through the Bipartisan Infrastructure Law and aims to support conservation efforts by maintaining native grasslands and improving land management capabilities.
