About this opportunity
The U.S. Department of Transportation's Volpe National Transportation Systems Center, supporting the EPA's Targeted Brownfields Assessments program, is procuring hazardous building materials sampling survey services at the former Frog, Switch & Manufacturing Company located at 600 East High Street, Carlisle, Pennsylvania. The contractor must conduct a comprehensive survey to identify and document the presence, locations, and quantities of asbestos-containing materials (ACM), lead-based paint (LBP), and polychlorinated biphenyls (PCBs) across 14 site structures to support potential renovation, demolition, or redevelopment activities. The contractor must be a Pennsylvania certified asbestos inspector and possess all required state licenses, providing copies of certifications with their quote submission. Evaluation criteria prioritize schedule first, followed by price, then experience and past performance, with contractors required to submit a three-page proposal including work schedule, certifications, resumes, and two relevant references from similar surveys conducted within the past two years. The site walk-through occurred on July 29, 2025, questions were due by July 31, 2025, and quotes must be submitted by 11:00 AM Eastern Time on August 11, 2025.
This procurement is designated as a Total Small Business set-aside under NAICS code 541620 with a $19 million size standard, and the government intends to award a single firm fixed-price purchase order. No incumbent contractor is identified in the solicitation documents. While no specific budget range is disclosed, the contract encompasses collecting approximately 200-400 bulk samples across multiple buildings including machine shops, foundry complex, pattern shops, and office areas. The period of performance extends from the date of award through November 1, 2025, with fieldwork to be completed as soon as possible after contract award during standard business hours of 8:00 AM to 4:30 PM, Monday through Friday. All work will be performed at the Carlisle, Pennsylvania site, with the contractor responsible for providing all necessary labor, equipment, and tools to complete the hazardous materials survey in accordance with federal, state, and local regulatory requirements.
