About this file

Attachment 11 is an Instructions to Offerors and Evaluation Criteria document for a Hazardous Building Materials Survey Request for Quote (RFQ) issued by the U.S. Department of Transportation's Volpe National Transportation Systems Center. The solicitation seeks a Pennsylvania certified/licensed asbestos and lead inspector to conduct a hazardous building materials survey at the former Frog, Switch & Manufacturing Company site in Carlisle, PA, focusing on identifying and documenting the presence of asbestos-containing materials, lead-based paint, and polychlorinated biphenyls.

Key submission details include a site walk-through on July 29, 2025, at 8:00 AM ET, questions due by July 31, 2025, at 1:00 PM EST, and quotes due by August 11, 2025, at 11:00 AM EST. Evaluation will prioritize schedule, then price, and then experience/past performance. Contractors must submit a three-page proposal with a work schedule, proof of certification, individual resumes, and at least two relevant references from similar surveys conducted in the past two years. The government intends to award a firm-fixed-price purchase order with a performance period from award date to October 1, 2025.
