This is an RFI for acquisition planning purposes only and does not constitute a solicitation or obligate the government to award a contract.

Work is performed at BEP facilities in Washington, DC, with occasional secondary services at the Landover Warehouse in Maryland. The anticipated contract vehicle is a single or multiple award Blanket Purchase Agreement with a one-year base period (June 1, 2027 through May 31, 2028) and four one-year option periods extending through May 31, 2032. BEP generates approximately 38 tons of hazardous waste and 689 tons of non-hazardous industrial solid waste annually, packaged in 55-gallon drums or cubic yard boxes.

Required services include packaging, labeling, manifesting, scheduling, transportation, disposal, recycling, sampling and analysis, pit inspection and cleaning, and optional hourly-rate personnel services. The contractor must provide 24/7 spill response availability and meet performance standards including 95% timely and accurate manifest submissions, emergency waste pickup within 48 hours, non-emergency pickup within five calendar days, and emergency spill response within four hours. All services must comply with EPA, DOT, OSHA, and DC hazardous waste management regulations. The contractor must use only DLA Disposition Services Qualified Facilities and Transporters, except for two pre-approved facilities (Wheelabrator Baltimore and Clean Harbors Environmental Services).

Key personnel must include a contract manager, an environmental technician with a bachelor's degree or five years' experience, and laborers with one year of waste handling experience; all must maintain relevant DOT, OSHA, and EPA certifications. The contractor must obtain all necessary permits, licenses, and waste profiles at no cost to the government. Low-level security clearance screening and background investigations are required for all personnel with access to the controlled industrial area.

Responses should address company name, UEI, point of contact, business size and socioeconomic status under NAICS 562211, capability to perform the draft PWS requirements, and one example of similar work performed within the past five years. Responses are limited to two pages (excluding cover page) and should be submitted electronically to Contracting Officer Jerkendra.holloway@bep.gov by October 16, 2026, at 5:00 PM Eastern Time. The government will not reimburse response costs.
