About this opportunity
The National Oceanic and Atmospheric Administration seeks non-personal services to conduct feasibility assessment, pilot deployment, and monitoring support for Hawaii short-line fishery electronic monitoring, with quotations due August 26, 2026. This is a small business set-aside with NAICS code 541620, Environmental Consulting Services.
Place of performance is Oahu, possibly Kauai, and Hawaii Island, with administrative oversight at NWFSC Port Orchard, Washington. Performance period runs September 30, 2026, through September 29, 2027. The contractor must procure and install electronic monitoring systems on three pilot vessels, conduct nine total monitoring trips (three per vessel), and perform 100 percent review of all generated footage. The contractor bears full responsibility for vessel identification, recruitment, and outfitting; the government does not furnish EM equipment. Contractors may propose any technically viable EM architecture, including continuous HD recording with AI-based video prioritization and wireless data transmission via Starlink or 4G/Wi-Fi, provided they address NOAA confidentiality and cybersecurity policies. All travel costs, including up to 13 trips to outer islands and reasonable participant compensation, must be included in the firm-fixed price with no separate reimbursement.
The contract also encompasses fishery characterization through stakeholder interviews and data analysis, EM feasibility assessment with system design recommendations, data review and analysis following government-approved protocols, implementation planning recommendations for operational EM deployment, and a transition-out plan 60 to 90 days before completion. The contractor must provide personnel with expertise in electronic monitoring systems, fisheries monitoring, video analysis, marine mammal monitoring, fisheries operations, data management, and stakeholder outreach. Deliverables include multiple reports, monthly progress summaries, deployment documentation, technical logs, and quality assurance summaries. The contractor must comply with the Marine Mammal Protection Act, Magnuson-Stevens Fishery Conservation and Management Act, False Killer Whale Take Reduction Plan, and NOAA/NMFS information security requirements. Evaluation weighs business solution more heavily than price.
