About this opportunity
The National Park Service seeks two electronic message signs and shipping/delivery services for Hawaii Volcanoes National Park, with quotes due July 15, 2026 at 5 PM Hawaii Time. The procurement is a Total Small Business Set-Aside under NAICS 339950 with a 500-employee size standard.
Place of performance is Hawaii Volcanoes National Park on the Island of Hawaii. Delivery must occur at the HAVO rain shed (1 Crater Rim Drive) between 6:00 AM and 4:00 PM Hawaii-Aleutian Daylight Time, Monday through Thursday. The contract is firm-fixed-price with a period of performance from September 1 through November 30, 2026.
The electronic message signs must be commercially available, portable roadside units with full-matrix LED displays capable of multi-line text and basic graphics using high-resolution amber LED modules, automatic brightness control, and integrated cellular modems for remote programming. Units must comply with the Manual on Uniform Traffic Control Devices for Portable Changeable Message Signs, feature corrosion-resistant aluminum or powder-coated steel construction with weatherproof enclosures, and be affixed to commercial-grade trailers with steel structural frames, standard hitch configuration, DOT-compliant lighting, stabilizing outriggers or leveling jacks, and adjustable sign position mechanisms. Travel heights of 100"–105", deployed heights of 159"–165", widths of 95"–100", and overall lengths of 135"–165" are acceptable. All products must meet Buy American Act requirements and include a 5-year warranty covering LED module failures, power system defects, trailer structural defects, paint or corrosion issues, and electrical component failures.
Contractor vehicles must pass invasive species inspection coordinated no later than seven days prior to delivery, including pressure washing, interior sanitization, and invasive ant detection testing per park procedures. Quoted pricing must remain valid for 60 days. Offerors must have active SAM.gov registration and submit technical capability statements, manufacturer's technical literature, country of origin documentation, and acknowledgment of all solicitation amendments.
