About this opportunity

The United States Postal Service is soliciting proposals for a complete roof replacement project at the Hartford Murphy Road Carrier Annex in Hartford, Connecticut. The scope of work includes removal of the existing roof system down to the structural deck, structural deck inspection and repairs as necessary, installation of tapered polyisocyanurate insulation with slope requirements, installation of a high-density polyisocyanurate cover board, and a fully-adhered 60-mil EPDM roof system with associated flashings and sealants. The Postal Service will evaluate proposals on a best value basis with emphasis on lowest overall price, though superior technical or management features may justify a higher award price. The Technical Evaluation Plan will be scored on 100 points and will assess eligibility, bonding information, financial condition and capability, supplier capability, and past performance. The solicitation opened on January 27, 2026, and proposals are due by February 26, 2026, with a pre-proposal meeting scheduled for February 10, 2026 at 10:30 a.m. via teleconference.

This solicitation includes no set-aside designations and does not identify any current contractors or incumbents. The estimated cost of the work ranges between $500,000 and $1,000,000, with construction completion required no later than 120 calendar days after receipt of the Notice to Proceed. The contractor must submit a Schedule of Values, Schedule of Unit Prices if applicable, Schedule of Alternates including a 20-Year Total System Warranty option, and an asbestos laboratory analysis report. The work will be performed at the United States Postal Service facility located at 70 Murphy Road, Hartford, Connecticut 06114-2170 in Hartford County, with all roofing services limited to two designated areas (Areas A and B) on the building's roof structure.

Notice text

The Facilities Construction R&A East CMT of the United States Postal Service is soliciting proposals for a Roof Replacement project, at the United States Postal Service owned Hartford Murphy Rd Carrier Annex 70 Murphy Road, Hartford, CT 06114-2170, Hartford County.  Please see attached Summary of Work.

The estimated cost of the work is between $500,000 and $1,000,000; with construction completion no later than One hundred twenty (120) calendar days after receipt of the Notice to Proceed.

The solicitation will open January 27, 2026 on USPS eSourcing Coupa (see How to Participate below) and close on February 26, 2026.  A pre-proposal meeting for this project will be held on February 10, 2026 at 10:30am, (local time) via Teleconference. The Postal Service bases contract award decisions on best value.  The Postal Service is more concerned with making an award at the lowest overall price than with obtaining superior technical or management features. However, the Postal Service may not necessarily make an award at the lowest price to achieve small price savings if better value can be achieved with superior technical or management features.  The benefits of a higher priced proposal may merit a higher price.
