About this opportunity

The Defense Logistics Agency Aviation is seeking to procure a Handset Assembly, 3.9MM (NSN 7R-6650-016076891-SX) through a pre-solicitation notice posted on November 6, 2025, with a due date of March 13, 2026. This is a new spares requirement for which no drawings are currently available to the Government. The procurement will be conducted as a single-source contract under FAR 6.302-1 authority, meaning the Government intends to negotiate with only one source, though all responsible sources may submit proposals, quotations, or capability statements to demonstrate their interest and capability. The Government lacks sufficient, accurate, and legible technical data to purchase this part from alternative sources, necessitating the restricted procurement approach. Interested parties should reference Military and Federal Specifications, Standards, and Qualified Products Lists, which are available through the DoD Single Stock Point (DODSSP) via ASSIST-Online or by contacting the ASSIST Help Desk at 215-697-2667 or 215-697-2179 (DSN: 442-2667). All proposals must be received within 45 days of the notice publication date, or 30 days if award is issued under an existing Basic Ordering Agreement.

This procurement carries no set-aside designation and involves a quantity requirement of 24 units with delivery FOB Origin. The notice does not identify any specific incumbent contractor or current source by name, though the Government's statement that it can only procure from "current source(s)" implies an existing supplier relationship. No specific award value or budget range is disclosed in the pre-solicitation notice. The procurement is classified under PSC 6650 (Optical Instruments, Test Equipment, Components and Accessories), and potential contractors should note that patterns, drawings, deviation lists, and purchase descriptions are not available from DODSSP and will need to be obtained directly from the current source or developed through the proposal process.
