About this opportunity
The Department of the Air Force Space Command's 30th Contracting Squadron at Vandenberg Space Force Base is soliciting quotations for handheld Optical Time Domain Reflectometer (OTDR) equipment to support fiber optic network testing and troubleshooting operations. The procurement seeks four units of new, dedicated handheld OTDR devices meeting specific salient characteristics outlined in Attachment 1, including quad-wavelength capability (850/1300 nm for multimode and 1310/1550 nm for single-mode fiber), automated link mapping and diagnosis, a minimum 7-inch color touchscreen display, integrated Wi-Fi and Bluetooth connectivity, and an IP54 ingress protection rating. This is a firm-fixed-price acquisition conducted under Simplified Acquisition Procedures (FAR Part 13) with award intended to go to the responsible small business offering the lowest total evaluated price among technically acceptable quotations. Evaluation will be conducted in two phases: first, technical quotations will be rated as either "Acceptable" or "Unacceptable" based on comprehensive review of product specification sheets and manufacturer documentation against the salient characteristics; only technically acceptable quotations will then be evaluated on price, which is the sole determining factor for award among compliant proposals. Quotations must be submitted electronically via email to Scott Yeaple (scott.yeaple@spaceforce.mil) and Christian Franco (christian.franco.7@spaceforce.mil) by February 11, 2026, at 10:00 AM Pacific Time, with the government intending to award without discussions and therefore encouraging offerors to submit their best technical and price quotation in their initial submission.
This solicitation is designated as a 100 percent Total Small Business set-aside under NAICS Code 334515 (Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals) and PSC Code 6625 (Electrical and Electronic Properties Measuring and Testing Instruments). No incumbent contractor or current contractor information has been identified in the solicitation documents. While the specific award value is not disclosed in the solicitation notice, the pricing schedule template requires contractors to provide unit and extended pricing for four OTDR units with firm-fixed-price quotations inclusive of all costs and FOB Destination shipping. The procurement specifies an estimated delivery lead time of 15 days and requires quote expiration periods of 30 days. The place of performance is Vandenberg Space Force Base in Lompoc, California, where all equipment must be delivered with FOB Destination shipping to the specified address. All offerors must be registered in the System for Award Management (SAM) and Wide Area Workflow (WAWF) to be eligible for contract award and electronic payment processing.
