About this opportunity

The Department of the Air Force Air Mobility Command, through the 87th Logistics Readiness Squadron, is soliciting a Hammond's Model AC800-2L-1P7-1P7 Fluid Powered Additive Injection Cart designed to convert commercial jet turbine fuel to military-grade JP8 fuel at foreign commercial airports and austere locations. The cart must be portable, air transportable on military aircraft, occupy no more than one 463L pallet position, weigh under 2,200 pounds when fully loaded, and operate in temperatures ranging from -25°F to +125°F while injecting at least three fuel additives at flow rates between 300-750 gallons per minute. The government will award a single firm-fixed-price contract using the Lowest Price Technically Acceptable (LPTA) methodology, evaluating offers based on technical acceptability and price. All offerors must maintain an active System for Award Management (SAM) registration and submit complete proposals including technical specifications, unit and total pricing, CAGE code, UEI number, and all required representations and certifications. Offers are due by September 24, 2025, at 10:00 AM, and must remain valid for 90 calendar days.

This solicitation is designated as a Total Small Business set-aside under NAICS code 333914 (Measuring, Dispensing, and Other Pumping Equipment Manufacturing) with a size standard of fewer than 750 employees. No incumbent contractor is identified, as this is a sole-source procurement justified through market research that determined only Hammond's manufactures this specialized equipment. The contract value is not disclosed in the solicitation documents, though delivery is required within 60 days after contract award. The requirement is for a single unit of the specified fluid powered additive injection cart to be delivered to 3101 Vandenberg Avenue, Joint Base McGuire-Dix-Lakehurst, New Jersey 08641. In addition to technical and commercial requirements, contractors must comply with comprehensive security protocols, including criminal history background checks, installation access procedures, and antiterrorism awareness training as outlined in the provided security appendix and guidance documents.
