About this file

This is a Single Source Justification (Simplified Acquisition) document for a fuel additive injector cart issued by the 87th Logistics Readiness Squadron at Joint Base McGuire-Dix-Lakehurst. The document justifies a sole-source procurement of the Hammonds Model AC800 fluid-powered additive injector cart, which is designed to convert commercially sourced jet turbine fuel to military-grade JP-8 by injecting specified additives at foreign commercial airports and austere locations. The cart is critical for sustaining aircraft operations without dependence on established JP-8 supply lines and supports Agile Combat Employment (ACE) requirements.

The procurement is a commercially available off-the-shelf (COTS) purchase with Hammonds identified as the sole manufacturer. Extensive market research was conducted, including posting Sources Sought notices on SAM.gov and GSA eBuy, searching GSA Advantage, and directly contacting vendors, but no alternative sources were found. The contracting officer determined, in accordance with FAR 13.106-1(b)(1), that only a single source is reasonably available. The estimated contract is for fiscal year 2025, with delivery expected within 60 days of contract award, and the document was signed by the Contracting Officer on 17-Sep-2025.

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 87th Contracting Squadron/PKB, Joint Base McGuire-Dix-Lakehurst, NJ 08641

Project/Program Name: Fuel Additive Injector

Purchase Request / Local ID Number: F3A3L15155AQ01

Estimated Contract Cost (including Options): $

The 87th Logistics Readiness Squadron (LRS) Fuels Flight has identified a bona fide need for a fluid-powered additive injector cart to enhance its in-theater fuel support capabilities for this fiscal year (FY25). This portable, towable unit is engineered to process commercially sourced jet turbine fuel and convert it into military-grade JP-8 by precisely injecting one or more specified additives (FSII, SDA, CI/LI). Such on-site treatment is essential at foreign commercial airports and austere locations where JP-8 is not readily available. The AC800 is approved for use with any aircraft MDS.

By fielding this injector cart, the 87th LRS will sustain continuous aircraft operations without dependence on established JP-8 supply lines. The system's self-contained. fluid-powered design eliminates the need for external power sources, enabling rapid deployment and setup in contested or remote environments. Consequently, combatant commander taskings that require immediate fuel qualification can be met reliably and efficiently.

This acquisition is projected to cost $ with delivery expected within 60 days of contract award. Funding for this procurement will be drawn from appropriations provided by the

Technical Order 00-25-172 Ground Servicing of Aircraft and Static Grounding/Bonding; Chapter 4.2 Aircraft Refueling states: Use of the Hammond's Model HT-800-1L and 4T-4A injectors (and associated carts) are authorized for adding Fuel System Icing Inhibitors (FSII)( and other fuel additives to aircraft during routine fueling operations)

Memo from AMC/A4 & AMC/A3/10 to all MAF and MAF Gained Units directs mobility Air Forces (MAP) to be trained and qualified on the Fluid Powered Additive Injection Cart (FPAIC) to meet Agile Combat Employment (ACE). In the guidance, other injectors do not allow for ACE. The Hammonds Model HT-800-1L has been authorized for use and the Hammonds Model AC 800.

The unique nature of this acquisition requires the use of other than full and open competition as according to AMC/A4RX, this is a commercially available off the shelf (COTS) purchase and Hammonds is the sole manufacturer. No other dealers of such device could be found through market research.

To demonstrate our effort to solicit offers from as many potential sources as practicable, we executed the following actions:

Reviewed Mandatory Sources. We conducted a comprehensive review of all mandatory sources identified by the requirement.

Determined none could supply the fluid powered additive injection capability needed.

Posted Sources Sought Notices. We published an initial Sources Sought on SAM.gov, targeting all registered business concerns.

Posted the same Sources Sought on GSA eBuy, again seeking business responses. Despite broad distribution via both portals, received zero responses.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Section F: Contracting Officer's Determination

Expanded Market Visibility. Searched GSA Advantage for off-the-shelf or commercial offerings that met our criteria—no viable products were identified. Reposted the Sources Sought on both SAM.gov and GSA eBuy under a more descriptive title (“Fluid Powered Injection Cart”) to capture vendors who may have missed the original notice. No responses were received.

Direct Vendor Outreach. Email known vendors specializing in fuel-additive equipment. Contacted Hammonds Technical Services directly; they confirmed their ability to meet our requirement.

To identify capable vendors and promote competition, we initially issued a Request for Information (RFI) on both SAM.gov and GSA eBuy. When no responses were received, we republished the RFI under a revised title on the same platforms to broaden our outreach. Despite these targeted efforts, no vendor submissions were obtained. Given that this product is only available from Hammond's and their approved distributors, there are no further actions which could be taken to remove or overcome barriers to competition.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
