About this opportunity

The U.S. Army Corps of Engineers Portland District has issued a Special Notice seeking industry input regarding a critical repair project for the hammerhead crane hoist drum at The Dalles Dam hydropower facility. This market research initiative, posted on November 14, 2025, is not a formal solicitation but rather an invitation for industry experts to provide professional opinions on the project's classification and appropriate acquisition strategy. The notice indicates that the government is gathering feedback to ensure the procurement approach meets safety, quality, and regulatory standards while selecting the optimal contracting method. The agency has emphasized that this notice does not obligate the government to award a contract and that no reimbursement will be provided for response costs.

The primary objective of this Special Notice is to obtain expert industry perspectives on how proposed government contract requirements compare to standard commercial practices in crane drum repair and maintenance work. Interested parties must submit their responses to the accompanying Industry Practice Comparison Survey by December 1, 2025, via email to Cory Pfenning at cory.r.pfenning@usace.army.mil. The survey requests evaluation of specific requirements including disassembly plans, professional engineering calculations, load testing protocols, and compliance with AWS welding standards and EM 385 safety requirements. There are no explicit eligibility restrictions stated, and participation is open to commercial crane and heavy equipment service providers with relevant experience. The government has reserved the right to use all submitted information for any legally appropriate purpose, with responses treated as confidential market research that will not impact future competitive opportunities.
