About this file
This document is an Industry Practice Comparison Survey targeting industrial crane and heavy equipment service providers. The survey seeks to understand how the proposed government contract requirements compare to typical commercial project practices, specifically for crane drum repair and maintenance work. It contains 11 detailed comparison sections where respondents are asked to evaluate various requirements such as disassembly plans, PE stamped lifting calculations, customer approval processes, transportation plans, load testing protocols, installation planning, and facility access rights. Respondents are requested to indicate whether each requirement is below, at, or exceeds standard commercial project practices.
The survey is part of a market research effort by the U.S. Army Corps of Engineers to determine the appropriate classification and acquisition approach for the crane drum repair work. Responses are confidential and will not impact future competitive opportunities. Participants are asked to provide insights on NAICS codes, contract types, specialized certifications, and best practices for safety and quality. The survey must be submitted by email to Cory.r.pfenning@usace.army.mil by December 01, 2025, and aims to help the government understand industry standards and optimize their contract requirements.

Industry Practice Comparison Survey
Does your company perform similar industrial crane/heavy equipment services for both commercial and government clients? ☐ Yes ☐ No
Please answer the following survey questions with brief, clear, and honest responses based on your expertise and experience. Your feedback will help us determine the best way to classify and acquire the crane drum repair and maintenance work.
1. Based on the scope of work, do you consider this requirement primarily:
☐ Construction (involving physical alteration and installation of equipment)?
☐ Commercial service (maintenance and repair of existing equipment)?
2. What NAICS codes best align with performing this type of repair and maintenance work for your organization?
3. What typical contract types and acquisition approaches have you seen or applied for similar crane drum repairs?
4. Are there specialized certifications, qualifications, or compliance standards you would require or recommend?
5. Any suggestions or best practices for structuring contract requirements to address safety, quality, and timely restoration?
Instructions: For each requirement below, please indicate whether it is BELOW, AT, or EXCEEDS the level of documentation, oversight, or testing you typically encounter in commercial (non-government) projects of similar scope and complexity.
REQUIREMENT COMPARISON
1. Component Disassembly and Removal Plan
Requirement: Provide a written plan detailing tools, equipment, and personnel needed to remove the drum.
In commercial projects, this level of detailed written planning is:
☐ Below commercial practice (more detail typically required) ☐ At commercial practice (comparable to what we normally provide) ☐ Exceeds commercial practice (more detail than normally required)
2. PE Stamped Lifting Calculations Requirement: If using existing crane infrastructure for lifting, provide PE stamped lifting calculations showing the elements will not be overloaded or damaged.
In commercial projects, PE stamped calculations for lifting operations are:
☐ Below commercial practice (more engineering documentation typically required) ☐ At commercial practice (comparable to what we normally provide) ☐ Exceeds commercial practice (PE stamps not typically required for similar work)
3. PE License Documentation
Requirement: Include the Professional Engineer's license information with the stamped calculations.
In commercial projects, providing the PE's license documentation is:
☐ Below commercial practice (more PE documentation typically required) ☐ At commercial practice (comparable to what we normally provide) ☐ Exceeds commercial practice (license documentation not typically required)
4. Customer Approval Before Disassembly/Installation
Requirement: Receive approval from the customer prior to disassembly and removal of any components, and again prior to installation of any components.
In commercial projects, requiring customer approval before proceeding with work phases is:
☐ Below commercial practice (more approval checkpoints typically required) ☐ At commercial practice (comparable to normal customer oversight) ☐ Exceeds commercial practice (more approval steps than normally required)
5. Component Transportation Plan
Requirement: Submit a written plan for transportation of all removed components, including tools, equipment, personnel, and safety measures.
In commercial projects, providing a detailed written transportation plan is:
☐ Below commercial practice (more transportation documentation typically required) ☐ At commercial practice (comparable to what we normally provide) ☐ Exceeds commercial practice (more detail than normally required)
6. Load Testing Protocol
Requirement: Perform a minimum of four load tests (No Load Test, No Load Test with wire rope reaved, 100% Weighted Load, 125% Weighted Load) before and after rope installation.
In commercial projects, this load testing protocol is:
☐ Below commercial practice (more testing typically required) ☐ At commercial practice (comparable to our normal testing) ☐ Exceeds commercial practice (more tests than normally performed)
7. Iterative Testing Until Alignment Achieved Requirement: Perform multiple iterations of the same load test until satisfactory crane functionality and machinery alignment are achieved, based on original alignment survey results.
In commercial projects, requiring iterative testing until specific alignment criteria are met is:
☐ Below commercial practice (more testing iterations typically required) ☐ At commercial practice (comparable to normal acceptance criteria) ☐ Exceeds commercial practice (more iterations than normally required)
8. Installation Plan
Requirement: Provide a written installation plan detailing tools, equipment, personnel, and procedures. Plan must include lifting calculations stamped by a PE if the crane frame is used to hoist the drum into place.
In commercial projects, this level of installation planning and engineering documentation is:
☐ Below commercial practice (more planning documentation typically required) ☐ At commercial practice (comparable to what we normally provide) ☐ Exceeds commercial practice (more detail than normally required)
9. 30-Day Advance Notice for Installation
Requirement: Notify the customer 30 days prior to installation of the drum in the hammerhead crane.
In commercial projects, providing 30 days advance notice before installation activities is:
☐ Below commercial practice (more advance notice typically required) ☐ At commercial practice (comparable to normal scheduling coordination) ☐ Exceeds commercial practice (more advance notice than normally required)
10. Customer Access Rights to Contractor Storage Facilities
Requirement: Customer retains the right to access contractor-provided storage facilities at any time during the project.
In commercial projects, customers having unrestricted access rights to contractor facilities is:
☐ Below commercial practice (customers typically have more access rights) ☐ At commercial practice (comparable to normal customer access) ☐ Exceeds commercial practice (more access than customers normally require)
11. Overall Assessment
Considering the aggregate of all the requirements listed above, the total documentation, approval, testing, and oversight package is:
☐ Below what we typically provide in commercial projects ☐ Comparable to what we typically provide in commercial projects ☐ Exceeds what we typically provide in commercial projects
12. Additional Comments Please provide any context about how these aggregate requirements compare to your typical commercial projects, or identify specific requirements that most significantly differ from commercial practice:
Timeline and Submission Please respond by December 01, 2025 via email to Cory.r.pfenning@usace.army.mil.
Your responses will be used solely for market research and commercial item determination purposes. All responses will be kept confidential and will not affect your eligibility to compete for this or future opportunities.
